§§ 326.10, subd. 1(a)(1), 326A.05, subd. 3(c)(2), 340A.301, subd. 2(a)(1), <br />340A.402, subd. 1(3). Good moral character is also a concept frequently used in <br />Federal immigration law, essentially as the opposite of moral turpitude. <br />4. Inspection fees: this provision is meant to be revenue -neutral, in that the amount <br />of time spent doing an inspection is compensated by the business owner. For <br />other licensed enterprises in Ramsey, inspections may be done at any reasonable <br />time by police. See, e.g. Ramsey City Code §§ 10-123 (wild animal licenses) 26- <br />304 (garbage trucks), 26-694 (second hand goods). There is no fee associated <br />with these inspections, but they may occur at any time. Inspections with fees <br />appear to be included in rental licenses. See Ramsey City Code § 26-647. For <br />each of these types of licenses, the fees for the application is set by the council, as <br />is included in the draft ordinance. The cost of inspection is presumably included <br />in those application fees, but further research may be needed in order to ascertain <br />if the fees are assigned to certain tasks. <br />5. Ill repute: this term, like "good moral character," is often used in licensing <br />statutes and ordinances. Both the Pawnbrokers and Second Hand Goods Dealers <br />license regulations in the City of Ramsey state that a license should not be given to <br />a person "not of good moral character or repute." The term "ill repute" is flexible, <br />so that the council has discretion to determine if a person is not fit to be granted a <br />license. <br />6. Moral turpitude: like moral character, this term is often used in licensing statutes <br />and ordinances. For example, a peddler or solicitor may not be licensed in <br />Ramsey if they have been convicted of a crime of moral turpitude. See Ramsey <br />City Code § 26-587(b)(3). The term crime of moral turpitude is most frequently <br />used in the federal immigration law context to mean crimes that indicate a lack of <br />good character and forthrightness, such as fraud, embezzlement, theft, and other <br />intentional and serious crimes. This is distinguished from crimes that do not <br />involve intentional dishonesty, like accidentally possessing stolen property or <br />alcohol -related crimes. Whether a crime is a crime of moral turpitude can <br />sometimes depend on the specific circumstances of the crime, such as whether the <br />crime was intentional or not. <br />7. Revocation of license for any ordinance or statute violation: this is a hook for <br />revocation, if deemed warranted. There is no requirement for a revocation for any <br />specific violation, however. This can be altered, but it is not clear from the <br />comments which ordinance or statute violations should be included or excluded as <br />reasons to revoke a license. <br />8. Starting over with investigation on renewal: it is not necessary to start over. It <br />is within the police chief's discretion to determine to what extent it is reasonable <br />
