Y <br />Our Uisiion: To work tngether to resposNY grow our community. and to provide quality, cost -oiFecdve, and eiliclent gowemm*nt services. <br />CC Regular Session 4.10. <br />Meeting Date: 11/25/2014 <br />Submitted For: Colleen Lasher, Administrative Services <br />By: Sue Hurd, Administrative Services <br />Information <br />Title: <br />Adopt Resolution #14 -11 -244 to Appoint a Police Department Captain and a Police Department Sergeant <br />Purpose /Background: <br />The purpose of this case is to ask the City Council to authorize the appointment of Sergeant Brad Bluml to the <br />position of Police Captain and Officer Rich Webb to the position of Police Sergeant. <br />Sergeant Bluml's Background: <br />Sergeant Bluml has more than ten years of experience in public safety; all of which have been with the City of <br />Ramsey. He has experience with personnel management, public safety and emergency management; during his <br />career he has been a Patrol Officer performing field training, investigations, and most recently a Sergeant. <br />The Interview: <br />An internal interview was held on November 5, 2014, with Sergeant Bluml for the upcoming Police Captain <br />vacancy; the position will be vacated by Captain Katers after his promotion on February 1, 2015. Sergeant Bluml <br />was asked eleven prepared interview questions. The interview lasted approimately 40 minutes; after being excused, <br />the interview panel agreed by consensus to promote Sergeant Brad Bluml as the next Police Captain. <br />Officer Webb's Background: <br />Officer Webb has seven years of experience in criminal justice and public safety. He has volunteered for, or has <br />been assigned to tactical and administrative tasks in the Department; as well as serving as a Reserve Coordinator <br />for two years. <br />The Interview: <br />An interview was held on November 7, 2014, with Officer Webb for the upcoming Police Sergeant vacancy; the <br />position will be vacated by Sergeant Bluml after his appointment on February 1, 2015. Officer Webb was asked <br />seven prepared interview questions. The interview lasted approximately thirty minutes. After being excused the <br />interview panel discussed all three Sergeant applicants, and were in consensus to promote Officer Webb as the next <br />Police Sergeant. <br />Next Steps: <br />Staff is conducting an external Patrol Officer recruitment to replace Officer Webb's current position. Following this <br />process, the City Council will be asked to authorize the applicable fill in the next several weeks. <br />Funding Source: <br />The funding required for this action has been accounted for within the annual budget and represents a savings over <br />the previous budget. <br />
