PART I
Permit No: MN 0060259

A. DESCRIPTION

The principal activity being permitted at this facility is the operation of a
ground water remediation system, designed to remove dissolved volatile organics
from ground.water prior to being discharged either to the Mississippi River or
to Sunfish Lake as needed to maintain the natural lake level.

The treatment system consists of twelve barrier wells and eight recovery wells
which will pump contaminated ground water from the surficial aquifer at a
combined flow rate of 1100 gallons per minute. The water will pass through a
packed column airstripping treatment system which is designed to remove at
least 95 % Of dissolved volatile organic compounds from the ground water.

The ground water contaminants identified at this site include
tetrachloroethytene (PCE), 1,2-dichloroethane (DCA), a variety of other volatile
~organic compounds (VOCs) at varying concentrations, nickel and zinc. While
treatment is required only for the organic contaminants, monitoring in the
permit also includes nickel and zinc. The presence of these metals in the
effluent does not present a potential water quality problem, but the levels have
been elevated enough to warrant routine monitoring.
