March 20, 1991 <br /> <br />PROPOSED CONDITIONAL USE PERMIT <br />WASTE MANAGEMENT OF MINNESOTA, INC. <br /> <br />On , 1991, a conditional use permit was issued to Waste <br />Management of Minnesota, lnc., hereinafter referred to as "WMMI" for: <br /> <br />(a) <br /> <br />Use land currently zoned industrial for the construction and operation of a <br />groundwater pump-out and treatment system as part of the remedial action <br />necessary for WMMI's existing sanitary landfill. <br /> <br />Said activities shall be conducted on the property legally described as follows and as <br />further defined in Applicant's proposal dated March 11, 1991: <br /> <br />The property of request is known as the Anoka Regional Sanitary Landfill, located in <br />the SE1/4 of Section 22 and the NE1/4 of Section 27, Township 32 North, Range 25 <br />West, City of Ramsey, Anoka County, Minnesota. <br /> <br />Term. This permit is issued pursuant to Sections 170.013D and 170.017M of <br />the Ramsey City Code. This conditional use permit is valid through January 31, <br />1996 so long as the conditions imposed herein are complied with. The <br />conditions of this permit are as follows: <br /> <br />Permit Term Extension. The recovery and treatment process may extend for <br />more than ten years which is beyond the term of this permit. The Permit <br />Holder may apply for a new CUP within 120 days prior to the expiration of this <br />permit. A new permit may be approved by the City based on the performance <br />of the Permit Holder under this CUP. <br />Commencement of Work. No ~~shall commence until all <br />conditions of this permit have been complied with. <br /> <br />Site Security. The water treatment site shall be properly safeguarded to <br />prevent the general public from access to the site. <br /> <br />Financial Assurance. WMMI shall submit a financial assurance plan to the <br />City's satisfaction and necessary instruments to effect the same to guarantee <br />the financial assurances required by the City before this permit becomes <br />effective. <br /> <br /> <br />
