12. <br /> <br />That the Applicant has estimated that the disassembly of engines and transmissions will <br />generate the collection of approximately 2,000 gallons of used oil per year and D001 <br />solvents (flashpoint of less than 140 degrees fahrenheit) will be utilized to clean pans. <br /> <br />14. <br /> <br />That MPCA Rule 7045.0120 and Anoka County Ha?~ardous Waste Management Ordinance <br />No. 85-4, 86-3 and 87-1, part 3.02G, states that waste oil to be recycled which is certified <br />in a disclosure by the person producing or accumulating the waste oil not to knowlingly <br />contaila waste listed in MPCA Rule 7045.0135 is exempt from permitting requirements. <br /> <br />15. <br /> <br />16. <br /> <br />That the Applicant has provided Anoka County Environmental Services with the required <br />information for handling waste oil. <br /> <br />That Anoka County Hazardous Waste Management Ordinance No. 85-4, 86-3 and 87-1, <br />part 4,00 (Licensing) states that no person shall allow property under his control to be used <br />for any activity which generates hazardous waste except at a site for which a hazardous <br />waste :generator license has been granted by the Department. <br /> <br />17. <br /> <br />18. <br /> <br />19. <br /> <br />20. <br /> <br />2I. <br /> <br />22. <br /> <br />23. <br /> <br />24. <br /> <br />25. <br /> <br />That the Applicant has submitted an application to Anoka County Environmental Services <br />for a Bazardous Waste Generators License relating to the solvents that are proposed to be <br />used in the disassembly of eng~s.~nd wansmissions. <br />That the proposed use will/~ll no~/substantially adversely impair the use, enjoyment or <br />market value of any surrounch~"gpfoperty. <br />That the proposed useX~ilI not be harmonious with and in accordance with any specific <br />objectives of the Comprehensive Plan. <br />That the proposed us~Gwill not be designed, constructed, operated and maintained so as <br />to be harmonious and~lYpropriate in appearance with the existing or intended character of <br />the general vicinity and will/will not change the essential character of the area. <br />That the proposed u~,vill not be an improvement to property in the immediate vicinity <br />and to :the community--whole. <br />That the proposed use wil~kn~t create excessive additional requirements at public cost <br />for public facilities and serv~iees? <br />That the proposed use wfll~mvolve uses, activities, processes, materials and <br />equipment and conditions of operation that may be detrimental to persons, property or the <br />genera welfare by reason of excessive production of smoke, fumes, odors, glare, noise or <br />traffic, <br /> <br />That the proposed use will/~l~-~e unduly dangerous or otherwise detrimental to <br />persons residing or working in ~h-~-~vicinity or to the public welfare. <br />That the proposed us~ill not be consistent with the intent and purposes of Chapter <br />9.03.0~ (Conditional ~emaits) of the Ramsey City Code. <br /> <br /> <br />
