! <br />I <br />I <br />1 <br />1 <br />I <br /> I <br /> i <br /> <br />11. <br /> <br />12. <br /> <br />13. <br /> <br />14. <br /> <br />15. <br /> <br />EXHIBIT "B" <br /> <br />~POLICY - Ail proposed development within the rural <br />transition area shall be served by bituminous roads. <br /> <br />POLICY - Development shall occur on an environmentally <br />sound basis as further enumerated in Policy 17. <br /> <br />Rural Service Policy Area <br /> <br />POLICY - The principal long term use of land in the <br />Rural Service Area will continue to be low density <br />residential, agriculture and open space for the <br />· foreseeable future. The density permitted is 4 <br />.dwelling units per 40 acres with a minimum lot size of <br />10 acres. <br /> <br />~OLICY - The public services existing and planned in <br />the Rural Service ARea are those necessary to support <br />limited residential development - on-site sewer, <br />Private well, road, fire protection and civil defense. <br />Land uses which will require, either immediate or over <br />the long term, service levels greater than those <br />permitted; uses of this nature will be directed to the <br />areas of the City where the needed service levels are <br />~vailable. Urban services (sewer, water, developed <br />neighborhood parks) will not be available in this area <br />for the foreseeable future. <br /> <br />POLICY - Non-residential land uses - while long term, <br />low density residential use will be the primary use of <br />land in this policy area, the City recognizes that <br />Gertain other uses of land may be necessary or <br />appropriate in this policy area. Business and other <br />non-agricultural, non-residential uses may be <br />considered for location in the Rural Service Policy <br />Area only if one or more of the following criteria are <br />met: <br /> <br />-The activity must be located in the Rural Service Area <br />in order to utilize or extract a natural resource that <br />is located in the area. Examples would be a marina, <br />gravel mine, ski slope. <br /> <br />~Recreational, educational or institutional uses <br />(public, private, non-profit) that require a location <br />in a rural area because of a need for seclusion or a <br />natural setting. Examples would include public parks <br />and Similar uses, educational or summer camps, <br />retreats. <br /> <br />56 <br /> <br /> <br />
