CASE

REQUEST FOR PRELIMINARY PLAT REVIEW OF
FLEISCHER'S 2ND ADDITION;
CASE OF JACK MENKVELD,
NORTH SUBURBAN DEVELOPMENT COMPANY
By: Zoning Administrator Sylvia Frolik

Background:

On June 14, 1990, the City of Ramsey received an application for a subdivision to be named
Fleischefs 2nd~Addition. The plat consists of approximately 47.75 acres and is proposed to be
developed with isingle family urban residential lots.

On July 3, 1990, the Planning and Zoning Commission reviewed the sketch plan for Fleischer's
2nd Addition, Bt that time, the Commission recommended revisions to the sketch plan to provide
for future access to the property to the north and to realign the accesses onto Nowthen Blvd. N.W.
so they would line up with the accesses from Wood Pond Hills to the west onto Nowthen Blvd.
N.W.

On February 11, 1992, the City received a revised sketch plan submitted by Jack Menkveld of
North Suburban Development Company. Mr. Menkveld and Doloras Fleischer have provided
written verification that Mr. Menkveld will be assuming the development of Fleischer's 2nd
Addition.

On March 2, 1992, the Commission reviewed the revised sketch plan which did provide for future
access to the pr~operty to the north and the accesses onto Nowthen Blvd. did align with accesses
from Wood Pq~)d Hills onto Nowthen Blvd. N.W. However, the plat showed numerous parcels
having direct a~cess onto the collector street in the plat. The developer was advised to revise the
sketch plan to eliminate direct accesses onto the collector street. This revised sketch plan contained
92 lots.

On March 12, 1992, the City received a revised sketch plan for Fleischer's 2nd Addition.

On March 16, !992, the Planning and Zoning Commission reviewed the revised sketch plan which
now contained87 lots. The Commission recommended that the developer proceed to apply for
preliminary plat approval.

On April 3, 1992, the developer submitted a preliminary plat for Fleischer's 2nd Addition. Note
that some park landwas designated adjacent to the wetland. The plat still contained 87 lots.

On April 9, 1992, the Park and Recreation Commission tabled action regarding review of
Fleischer's 2ndAddition for park dedication requirements.

On April 23, 1992, the developer submitted a revised preliminary plat to the Park and Recreation
Commission. This revised preliminary plat relocated the park land to the southeast portion of the
plat which contained more desirable soils. The revised preliminary plat still contained 87 lots. The
recommendati6n of the Park Commission was to increase the amount of park land to be dedicated
and the balance of the park dedication requirements would be satisfied with a cash payment.

On April 29, 1992, the developer submitted a revised preliminary plat which increased the amount
of park land tobe dedicated in accordance with the recommendation of the Park Commission. The
plat now contains 85 lots.
