The R-3 Urban Residential
portion is owned by the adjacent property owner, Robert Bernstrom. The plan is to rezone that
portion of Robert Bernstrom's to R-1 Urban Residential for inclusion in the plat. In exchange,
Outlot B of the proposed plat will then be rezoned to R-3 Urban Residential for conveyance and
combination with Robert Bemstrom's existing R-3 parcel.

With one exception, all tots in the plat meet the minimum width and area requirements. The plat is
impacted by Wetland 2-658W. It is desirable for all lots to contain the minimum area (10,800
square 'feet) above the ordinary high water mark. One lot falls substantially below this criteria.
Staff is also recommending that soil borings and lowest floor elevations for proposed structures on
the lots abutting the wetland be provided.

Although the plat fronts on Nowthen Blvd. N.W., all lots will have access onto interior streets.
Sunfish Lake Drive N.W. will be developed as an MSA road in the plat. As agreed to at the sketch
plan stage, one lot will have access onto Sunfish Lake Drive. The cul-de-sacs are within the 600
foot maximum length restriction. Street alignments have been designed in accordance with the
recommendations of the City Engineer.

The plat has been submitted to Anoka County and DNR for review and comment. Anoka
County's comments are enclosed for your review. No response has been received from DNR at
this writing.

Recommendation:

City Staff recommends preliminary plat approval contingent upon compliance with City Staff
review letter dated April 29, 1992.

Commission Action:

Motion to:
Recommend that City Council approve/deny the preliminary plat for Fleischer's 2nd
Addition contingent upon compliance with City Staff review letter dated April 29, 1992.

Review Checklist:

City Engineer
Zoning Administrator
Anoka County
DNR

P&Z: 5/5/92
