CASE <br /> <br />REQUEST FOR PRELIMINARY PLAT REVIEW OF RAMSEY MEADOWS; <br /> CASE OF GILBERT MENKVELD <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />BackgroundI <br /> <br />On February :.12, 1992, the City of Ramsey received a subdivision application from Gilbert <br />Menkveld for ~amsey Meadows. The plat consisted of 29.5 acres proposed to be subdivided into <br />33 single family urban residential lots. <br /> <br />On March 2, i992, the Planning and Zoning Commission reviewed the sketch plan for Ramsey <br />Meadows. Atlthat time, the Commission recommended revising the sketch plan to more accurately <br />reflect the number of lots that could be platted in accordance with the 10,800 square foot of area <br />required above the Ordinary High Water mark. <br /> <br />On March 16,11992, the Planning and Zoning Commission approved the revised sketch plan for <br />Ramsey MeadOws. The number of lots proposed in the plat was reduced from 33 to 31. The <br />Commission atlvised the developer to proceed to apply for preliminary plat approval. <br /> <br />On April 3, 1992, the developer submitted a preliminary plat for Ramsey Meadows for approval. <br />On April 23, !992, the Park and Recreation Commission recommended requiring a cash payment <br />to satisfy park,dedication requirements for Ramsey Meadows. <br /> <br />The preliminaJry plat for Ramsey Meadows was scheduled for a public hearing in front of the <br />Planning and Zoning Commission on May 5, 1992. <br /> <br />The following [items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br /> Site location map <br />;iProposed preliminary plat <br /> City Staff review letter dated April 28, 1992 <br /> <br />ObservationS: <br /> <br />All 31 lots prOposed in the plat meet the minimum width and area requirements with a couple of <br />exceptions. SOme of the lots in this plat are impacted by wetlands and it is desirable in such a case <br />to maintain th~ minimum required area (10,8900 square feet) at an elevation above the ordinary <br />high water. Lot 3, Block 1 and Lot 4, Block 3 are slightly below this minimum; Lot 5, Block 1 <br />only has 6,400 square feet above the ordinary high water mark. <br /> <br />Per the City Staff review letter dated April 28, 1992, certain modifications will be required to the <br />drainage plan~ in the final plat. <br /> <br />Development Of the plat will require paving 149th, an existing, unimproved street. There are some <br />existing property owners along 149th that will receive benefit from the improvements. The <br />distribution of the cost of improving 149th will be addressed in the development agreement for <br />Ramsey MeadOws. <br /> <br /> <br />
