City of Ramsey

1~5153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303
.?

· (612) 427-1410

April 28, 1992

Mr. Gilbert Menkveld
P.O. Box 547
Anoka~ MN 55303

Re: Preliminary Plat Review; Ramsey Meadows

Gilbert:

We have received the preliminary plat for Ramsey Meadows which consists of one
sheet drawn by Caine and Associates dated April 3, 1992. We offer the following
comments:

1. Zoning: The subject property is zoned R-1 Urban Residential.

4

General: The proposed plat consists of approximately 29.5 acres to be
developed with municipal water and sanitary sewer and subdivided into 31
single family lots.

~Lot Sizes and Dimensions: The minimum lot width in the R-1 Urban
Residential District is 80 feet, or 90 feet on comer lots, and the minimum lot
area is 10,800 square feet. All of the lots meet the minimum dimension and
area requirements, with a couple of exceptions as noted in Item 4 below.

Wetlands: The northwest portion of the plat is impacted by DNR Wetland
#729 and the southeast portion of the plat is impacted by DNR Wetland
#658. The ordinary high water elevation of these wetlands should be
established by DNR, however, this elevation is believed to be
-approximately 860'. A portion of 150th Lane will impact this wetland. An
Army Corps of Engineers nationwide permit should allow for this degree of
' impact. It is desirable to maintain minimum lot areas of 10,800 square feet
above this elevation. Lots 3 through 14 of Block 3 and Lots 1 through 6 of
~ Block 1 are adjacent to these wetlands. Lot 3 of Block 1 and Lot 4 of Block
i: 3 are slightly below this minimum. Lot 5 of Block 1 has only 6,400 square
feet above the 860' elevation.

Sewer and Water Improvements: The subdivision will be serviced with
City sewer and water.

Streets: The street system proposed in the preliminary plat is a sound and
logical plan. It is worthy to note that the existing land ownerships create
difficulty in determining what extent of the street improvements should be
the responsibility of the developer. Staff recommends that the plan be
approved as presented, and that the requirements for the improvement
installation be negotiated with the developer as a function of the
development agreement associated with the final plat.
