Minutes of <br />all council meetings shall be posted at the city hall for public review. <br /> <br />2.01.04 Order of Business. <br /> <br /> Subd. 1. Order of Business. Each meeting of the City Council shall <br />convene at the time and place appointed therefore. Council business shall be conducted in the <br /> <br />following order: <br />a. Call to order <br />b. Citizen input <br />c. Approve agenda <br />d. Public hearings <br />e. Consent agenda <br />f. Council business <br /> <br /> g. Mayor and Council input <br /> h. Adjourn <br /> Subd. 2. Amendment to Order of Business. The order of business <br />may be varied by the presiding officer or upon council motion, but all public hearings shall be held <br />at the time specified in the notice of hearing. <br /> <br /> Subd. 3. Agenda. An agenda of business for each regular council <br />meeting shall be prepared by the Clerk and filed in the office of the Clerk not later than five days <br />prior to the meeting. The agenda shall be prepared in accordance with the order of business and <br />copies thereof shaI1 be delivered to each council member and to the city attorney as far in advance <br />of the meeting as time for preparation will permit. No item of business shall be considered unless <br />it appears on the agenda for the meeting, but the council may, in its discretion, consider matters not <br />appearing on the agenda. <br /> <br />2.01.05 Quorum and Voting. <br /> <br /> Subd. 1. Quorum and Sanction for Absence. At all council <br />meetings, the majority of the all the council members elected shall constitute a quorum for the <br />transaction of business, but a smaller number may adjourn from time to time and the council may <br />punish non-attendance by a fine not exceeding $25.00 for each absence after one from any meeting <br />unless a reasonable excuse is offered and accepted by the council majority. <br /> <br /> Subd. 2. Voting Procedures. The votes of the Council members on any <br />question pending before the council may be by voice vote, standing vote, or in any other manner of <br />voting which signifies the intention of the Council members, and the names of those voting for and <br />against the questions shall be recorded in the minutes. If any Council member, being present, does <br />not vote, the minutes shall be marked "Present Not Voting." <br /> <br /> Subd. 3. Majority Requirement. A majority of all members of the <br />council shall be necessary for approval of any ordinance unless a larger number is required by <br />statute. Except as otherwise provided by statute, a majority vote of a quorum shall prevail in all <br />other cases. <br /> <br />2.01.06 Ordinances, Resolutions, Motions, Petitions and Communications. <br /> <br /> <br />
