~ubd. 1. Writing Requirement. Every ordinance and resolution shall be presented in writing and shall be read in full before a vote is taken thereon, but reading in full may be dispensed with by unanimous consent. All motions shall be recorded in the minutes and stated in full b~fore they are submitted to a vote by the presiding officer. All petitions and other communications addressed to the council shall be in writing and shall be read in full upon presentation to;ithe council. They shall then be recorded in the minutes by title and filed with the minutes in the ~ffice of the Clerk. !Subd. 2. Signature. Every ordinance and resolution passed by the council shall be signed~iby the mayor, attested by the Clerk, and filed in the ordinance or resolution book. Proof of publi0ation of every ordinance shall be attached to and filed with the ordinance. 'Subd. 3. Repeal of Previous Ordinance and Resolution. Every ordinance or re, solution repealing a previous City Code provision or resolution or section thereof shall give the number, if any, and the title of the City Code provision or resolution to be repealed in whole or in p ~.art. No City Code provision or resolution or section thereof shall be amended by reference to th~ title alone, but such amending ordinance or resolution shall set forth in full each section to be ariaended. 2.01.07 'Committees. The council may create such committees, standing or special, as it deems necessary. Such committees shall consist of as many members and perform such duties as the council may require. 2.01.08 ~Suspension or amending of the rules. These rules, or any of them, may be temporarily suspended by a majority vote of all of the council members and shall not be repealed or amended except bY a majority vote of the whole council after notice has been given at some preceding council meeting. 2.01.09 "Salaries. Subd. 1. Mayor. The salary of the Mayor of the City of Ramsey shall be $500 per month ($6~000 per year). Subd. 2. City Council. The salary of each Council member of the City of Ramsey shall be $375 per month ($4,500 per year). 2.02 'Economic Development Authority 2.0 2.0 1 Establishment. The City of Ramsey hereby establishes the Ramsey Economic Development iAuthority (the "EDA"). The EDA shall be governed by a board of commissioners consisting of the five members of the City Council, and the term of each commission of the EDA shall coincide;with that commissioner's term of office as a member of the City Council. The purpose of the:~EDA is to promote the economic, commercial, housing, and industrial development and redevelopment of the City and in order to consolidate the activities undertaken by the City in those areas. 2.02.02 ~Powers. The EDA shall have all powers given to an economic development authority pursuant to the Economic Development Authority Act, as the same may be amended or supplemented.: 2.03 Boards and Commissions
