2.03.01 Establishment. <br /> <br /> Subd. 1. Boards and Commissions. The City of Ramsey hereby <br />establishes the following Boards and Commissions: <br /> <br />Planning Commission <br /> <br />Park and Recreation Commission <br /> <br />Economic Development Commission <br /> <br />Fire Board <br /> <br />Horse Care Board <br /> <br />Board of Building Appeals <br /> <br />Board of Adjustment and Appeals <br /> <br /> Subd. 2. Purpose of Boards and Commissions. All Boards and <br />Commissions created by this section shall be for the purpose of advising the City Council with <br />respect to any municipal function or activity or to perform quasi judicial functions as designated <br />herein and/or as designated from time to time by City Council Resolution. <br /> <br /> Subd. 3. Abolishment. The City Council may by ordinance abolish any <br />Board or Commission created herein. <br /> <br />2.03.02 Appointment of Members, Terms of Office and Removal. <br /> <br /> Subd. 1. Nine Voting Members and Residence Requirement. Each <br />Board or Commission will consist of no more than nine voting members in accordance with the <br />City of Ramsey Charter, all of whom shall be residents of the City of Ramsey. Members shall <br />represent a broad range of interest in functions of the City. <br /> <br /> Subd. 2. Ex-Officio Members. The City Council may appoint, by <br />majority vote, a council member(s) or city staff person(s) as ex-officio member(s) of any Board or <br />Commission privileged to speak on any matter without a vote, and the ex-officio member(s) shall <br />provide a liaison between the Board or Commission and City Council. <br /> <br /> Subd. 3. Appointment and Oath. Members of a Board or Commission <br />shall be appointed by a majority vote of the City Council for staggered two year terms, except that <br />any person appointed to fill a vacancy occurring prior to the expiration of the term for which a <br />predecessor was appointed shall be appointed only for the remainder of such term. Each appointed <br />member shall, before entering upon the discharge of duties, take an oath agreeing to faithfully <br />discharge the duties of office. <br /> <br /> Subd. 4. Serve Without Compensation. All members of a Board or <br />Commission shall serve without compensation. Board or Commission members may receive a <br />stipend for expenses as established by resolution of the City Council. <br /> <br /> Subd. 5. Unexcused Absences. Any Board or Commission member <br />having three or more unexcused absences in any given year shall be cause for review of member <br />status on the Board or Commission and the City Council shall make a determination, with Board or <br />Commission recommendation, as to that member's continued service on the Board or <br />Commission. <br /> <br />2.03.03 Organization, Meetings, Etc. <br /> <br /> <br />
