Motion carrie~. Voting Yes: Chairman Zimmerman, Commissioners Deemer, LaDue,
Hendriksen, Terry and Thorud. Voting No: None. Absent: Commissioner Bawden.

The Commission proceeded to review the proposed conditional use permit.

CommissionerlDeemer commented that #12 deals with storage of received materials, feedstock,
separated materials and equipment. He assumes it will be in a container or trailer and he inquired if
that would mee~t the requirements.

Commissioner Hendriksen stated it would depend on whether this is an active trailer or additional
piece of warehouse space. Some semi-trailers could be additional warehouse space.

It was the opinion of the Commission that an enclosed semi-trailer is considered screening from
public view.

With regard toi#23 concerning Litter Control, Commissioner Deemer inquired as to how it could
be determined ~hat debris is caused by a particular facility.

Mr. Otto replied that if a fair amount of scrap material is found in the area, it could be assumed it is
from that particular facility. If it becomes a problem, the area has to be policed and cleaned up.
This is a standard statement and it is the same for Waste Management, Danny's Aluminum, etc.

It was the consensus of the Commission to amend #28 to read Pavement Surfacing instead of
Surfacing of W~ork Areas.

It was the consensus of the Commission to amend #39 to read Structures and Site Improvements
instead of just $tmctures.

A discussion ~sued regarding Item #40. Commissioner Deemer stated that in his opinion, not
allo.win, g Mr. Rychner to do anything until the street is up to City standards would be too
restrictive.

Mr. Rychner stated that Mr. Williams has indicated he will put in 142nd Avenue N.W.; however,
Mr. Rychner is: not sure about his plans for Limonite Street N.W.

Commissioner!Deemer stated he is in favor of letting Mr. Rychner, City Council and Mr. Williams
resolve the street issue.

Motion by Commissioner Deemer and seconded by Commissioner Terry to recommend to City
Council apprOVal of the conditional use permit, as amended, for Aluminum Recycling, Inc.

Motion cardect, Voting Yes: Chairman Zimmerman, Commissioners Deemer, Terry, Hendriksen,
LaDue and ThOmd.
