With regard tt~ parking spaces, it was the consensus of the Commission to change the number of <br />parking spaces' from eight to nine which would include six spaces for the employees and three for <br />visitors. <br /> <br />Upon inquiry, ~Mr. Rychner stated he could comply with all the items listed in the City Engineer's <br />letter; however,~ he felt the curbing issue didn't make a lot of sense in a graveled area. He feels it is <br />an unnecessary expense. <br /> <br />Chairman zimmerman commented that the consensus of the Planning and Zoning Commission is <br />that curbing is not a high priority item in this area. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to recommend that City <br />Council approve the proposed site plan for Aluminum Recycling, Inc. in accordance with the City <br />Engineer's Re0iew Letter dated March 18, 1991 and based on the Building Officials letter dated <br />March 7, 1991, allowing open configuration on the accessory structure and waiving the curbing <br />requirement. <br /> <br />Motion carried, Voting Yes: Chairman Zimmerman, Commissioners Deemer, LaDue, Hendriksen <br />and Thorud. Voting No: Commissioner Terry. Absent: Commissioner Bawden. <br /> <br />Commissioner;Terry stated his reason for opposition is because he is personally opposed to metal <br />buildings. <br /> <br />Commissioner Terry stated there are too many items left open and he feels the recommendations <br />should be more firm. <br /> <br />COMMISSION INPUT <br /> <br />A) WorkShop <br /> <br />Chairman zimmerman and Commissioner Deemer attended a workshop and proceeded to <br />summarize some of the information received at that workshop. <br /> <br />Chairman Zimmerman summarized by saying that one of the jobs as Planning and Zoning <br />Commission is to advise the City Council on matters and to make sure the decisions are based on <br />code. <br /> <br />B) EnqUiry Regarding a Business in Ramsey <br /> <br />CommissioneriHendriksen. stated it appears there is a body shop operating at County Road #56 and <br />Highway #10. He stated it looks as though the cars are purchased from a salvage pool and sold <br />there. He stated he's observed cars in several stages of construction and cars arriving on the back <br />of tow trucks. <br /> <br />C) Plan Share Conference <br /> <br />Ms. Frolik stated that the City of Elk River has scheduled the Plan Share Conference for Saturday, <br />April 13, 1991 .at 9:30 - 11:30 a.m. at the Elk River Fire Station. <br /> <br />D) Definition of Lean-to's <br /> <br />Ms. Frolik asked for the Commission's opinion regarding whether car ports and lean-to's are <br />credited to space allowable for accessory structures. <br /> <br />Planning & Zoning Commission/March 21, 1991 <br /> Page 7 of 8 <br /> <br /> <br />
