City of Ramsey <br /> <br />15153 NOW'THEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303 ,, (612) 427-1410 <br /> <br />March 28, 1991 <br /> <br />Pastor Blair Anderson <br />Lord of Life Lutheran Church <br />6139 - 157th AVenue N.W. <br />Ramsey, MN 55303 <br /> <br />Dear Pastor Anderson: <br /> <br />I am in receipt of a two-sheet set of plans prepared by Vanman Construction Co., Architects, <br />Contractors and Managers dated March 15, 1991. In addition, I and the Zoning Administrator met <br />with Mr. Rick Keillor, architect for the project on March 26, 1991 to discuss the proposed building <br />of a new church facility. I hereby offer the following comments: <br /> <br />1) <br /> <br />The proposed project includes the building of a 21,500 square foot church having a <br />worship seating area of 450 persons. The project will be placed on a 16.5 acre site and is <br />located 'in the B-1 zone. In addition, it is my understanding that the church has a a~eement <br />to purchase the adjacent 5.17 acre parcel immediately to the West for the purpose of <br />incorporating the property into the church site and utilizing it for a future expansion. The <br />area further to the west which is zoned R-1 is the proposed future Fleischers 2nd Addition <br />subdivision for which a sketch plan has been prepared. The area to the North is zoned B-I <br />BusineSs and is currently occupied as a single-fa, mily homestead. The land to the East is <br />also zoned B-1 Business and is occupied by two single-family homesteads at the present <br />time. The land further to the East across Highway ¢47 is zoned R-3 and is presently <br />vacant. The land to the South is zoned B-1 Business and is vacant. <br /> <br />Access: The site has legal access to St. Francis Boulevard with 338 feet of frontage. <br />However, a 66 foot access easement has been Nm-anted to the subject property from the <br />parcel adjoining it on it's northeastern corner. This 66 foot access runs along the <br />aforementioned properties southern boundary and provides a higher, more technically <br />feasible access to St. Francis Boulevard. The proposed development proposes access onto <br />County Road #5 via an easement over the 5.17 acre parcel which it has an a~eement to <br />purchase. Normally, I would oppose access easements, particularly in instances where <br />other feasible access is available. However, since there is a purchase a=m-eement for the <br />property over which the easement is being taken, I would not obiect in this situation as I <br />i,eiieve the. easement would be a short-term arrangement. The physical location of the <br />access is such that it will provide adecmate sight distance to view oncoming traffic along <br />County Road.-..~.'~'~ This site plan has been sent to the County Highway Depmm~ent for its <br />review and comments. I would recommend withholding hnal approval until County <br />comments are received. <br /> <br />3) <br /> <br />Drainage: All &"ainage from the deveiosed site will flow to a wetland located on the eastern <br />pon/on of the proper'o'. Construction and long term imoacts on the wetland will need to be. <br />reviewed by the Lower Rum River Water Management Orgmnizafion <br /> <br /> <br />
