March 28, 1991 <br />Lord of Life Lutheran Church <br /> <br />4) <br /> <br />Lot Coverage and Setbacks: The proposed sumctures will cover considerably less than the <br />35% maximum coverage allowed in this disrnct. The plan also conforms witl~ all minimum <br />setbacks required in this district. <br /> <br />5) <br /> <br />Parking: City performance standards require that churches and theaters provide one space <br />for each three seats. Therefore, 150 spaces would be required while 278 spaces are being <br />proposed. <br /> <br />6) <br /> <br />Landscaping and Screening: Existing landscape features are illustrated on the enclosed <br />plan. Proposed additions to the natural landscaping are illustrated on sheet L-2 of the <br />plans. This plan shows 32 shrubs to be incorporated into the landscaping plan along the <br />front of the church along with 4 trees in this location. The area between the sidewalk and <br />the church will be sodded. Other disturbed areas will be seeded. Additionally, <br />approximately 2 dozen pines are proposed to be relocated along the southeastern bounda.D, <br />of the site to provide screening for the adjacent neighbor. <br /> <br />7) <br /> <br />Site Improvements: The site plan proposes providing concrete curb and gutter and <br />bituminous surfacing of travelled roads and parking areas. An exception is noted for the <br />approximate 280 foot bituminous access drive which is proposed without curb and gutter. <br />Since the 'location of this .road may be modified upon abandonment of the existing <br />residence, this omission seems reasonable. Additionally, the plan shows curb and gutter <br />along the western border of the parking lot from the access road to the location proposed <br />for the storage garage. The architect had indicated that this curbing would need to be <br />removed in the future for the planned expansion of the parking area to the West. Similarly, <br />1 feel it would be reasonable to omit the concrete curbing along this section to facilitate a <br />more economical future expansion. <br /> <br />8) <br /> <br />Utilities: The site is located within the Metropolitan Urban Service Area (MUSA). The site <br />vlan proposes the installation of a septic tank and dralnfield to service the development. <br />~l'his presents a unique situation to the City of Ramsey. This will be the fn:st case of a new <br />development being established within the MUSA which is not planned to be initially <br />connected to eiB, sewer and water upon occupancy. It would be my recommendation ff the <br />City were to allow the installation of an on-site water supply and sewage disposal system <br />that the property owner be required to enter into an a~eement with the City to join in an), <br />petition for sewer and water when it is irdriated or presented to them. <br /> <br />I will be ava/lable at the Planning and Zoning Comm/ssion meeting on April 2, 1991 to answer any <br />questions on the above. <br /> <br />S/ncereiy, <br /> <br />CITY OF <br /> <br />S~exen J.
