Mr. Jankowskl stated the City would require the developer to grade <br />the entire road from St. Francis ~lvd, to the end. At a future <br />point in time when paving Is petitioned for, It would be Installed <br />under thelspeclal assessment procedure. <br /> <br />Mr. Gerai~ Bauer agreed to the proposal. At the time it Is <br />blacktopped, he would discuss with the City Engineer whether to put <br />In curb o~ a ditch section. He also stated the road is out of <br />alignment, presently encroaching on Tom and Bonnie King. He <br />thought p~sslbly the whole road could be shifted to the south In <br />the easement to stay away from that house. <br /> <br />Mr. Tom K!ng, 5915 1?7th Avenue NW, stated as long as the road does <br />not bother hls fence, he would have no objections. <br /> <br />Mayor Gliber~son suggested meeting on site with Mr. Jankowskl, Mr. <br />Bauer andilaffected neighbors once the documentation Is completed so <br />everyone Would know the effect of the future street. <br /> <br />Mr. Jankowskl personally preferred the street to be in the middle <br />of the tight'of-way; however, If It provides a hardship for some of <br />the residents, he had no problem moving it somewhat. <br /> <br />Councllmember Beyer asked about the Park Board recommendation to <br />waive the~park dedicate fee until the building permit is issued. <br /> <br />Mr. Frollk explained the City Code requires collection of park <br />dedication at the time the plat Is recorded. Attorney Goodrich <br />concurred~that based on the ordinance, the fees must be paid at the <br />time of r~cordlng. <br /> <br />Ms. Frollk also explained that on Lots 2 and 3, park dedication <br />fees are ~ha~ged against only one unit. If the property is <br />resubdlvl~ed~ln the future, they will get credit for one unit and <br />will have;ito pay park dedication for the remaining acreage. <br /> <br />~OTION byi:Councllme~3er Peterson, Seconded by Councilmember Cich, <br />to adopt ~esolution #91-04-076 granting final plat approval to Echo <br />Ridge contingent upon approval of the grading plans. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councitmembers <br />Hardin, Pete~son, Beyer and Cich.
