Mr. Jank°~skl also pointed out that Ramsey is ~oing quite well in
comparlso~ to other cities' recycling programs, It being second
highest lF terms of the number of pounds per household that ~re
picked upi The City has been receiving funding for landfill
abatemen~actlvltles since 1988. The 1990 SCORE legislation
amounted Go a considerable Increase in dollars to the City. The
City Is s~hedu]ed to receive about $31,000 for 199! and has been
allocated!~$1$,719 for the first half of the year. The second half
of the fuhdlng will depend somewhat on the cutbacks made on the
State level. Finally, Mr. Jankowskl noted the survey of what other
cities [nithe county are doing to fulfill the regulrements of the
SCORE legislation.

Councllmember Clch reco~nended that Mr. Jankowskl be more creative
in finding ways to continue the Recycling Program In the City in
the event'the funding Is reduced.

Councllme~be~ Beyer noted the data on one City in the report Is
inaccurate, guestlonlng the accuracy of some of the other data.
stating t~e funding for these programs comes from the cities, it
Implies lq c~mes from the General Fund. She noted that In
Lexlngton~ the SCORE funds are used, not the General Fund.

By

Mr. Janko~skI clarified the Indication that the funding comes from
the City ~&n mean that it is paid for by SCORE funds. The intent
was to sh~w whether the program was paid for by the citizens or by
the Clty.~

Mrs. Hellling noted the contract with Ace So]id Waste Management is
just unde~ $40,000 a year. The City pays whether there is a pickup
from eachilhOme or not. She also reported the Staff will bring the
issue back In May to discuss how to proceed in the future.

No further Council action was taken.

CASE # 8~. Economic Development Authority

Mrs. Hell!!ng explained that in the past, some Councilmembers have
felt an E~onomic Development Authority would duplicate the
functions[!of the Economic Development Company. That Company has
been someWha~ inactive, so she believes that conflict does not
apply at ~his time. It is an important issue that needs to be
reviewed. ~ Staff is recommending that once the City Ac~inistrator
joins the i!City, a subcommittee be established to review this item.

Council di!~scussion was to wait until the new City Ac~ninistrator is
hired, wh~ woui~ be a member of the task force to research this
thoroughly.

CITY COUNCIL/APRIL 9, 1991
