CASE

REQUEST FOR SITE PLAN REVIEW; CASE OF LORD OF LIFE CHURCH
By: Zoning Administrator Sylvia Frolik

Background:

Pastor Blair Anderson of Lord of Life Church has applied for site plan review to construct a new
ch,.itch facility east of Nowthen Blvd. N.W., approximately 3/4 mile south of Ramsey Municipal
Center. The church is proposed to be 21,500 square feet in size with a seating capacity of 450.
The subject property is 20 acres in size and a temporary access via a private easement across the
adjacent property to the east is proposed. In 3 years, the church has first rights to purchase the 7
acre parcel to the east and thereby acquire the fee title for property on which the access onto
Nowthen Blvd. is situated.

Observations:

The property is zoned B-1 Business and R-1 Urban Residential, for which churches are not a
permitted use: The Applicant has applied for a rezoning to rezone the property to R-3 Urban, for
which churches are a permitted use.

The site plan is subject to review by DNR (site contains a protected wetland), Lower Rum River
Water Management Organization (developments over 5 acres in size are reviewed by LRRWMO)
and Anoka County Highway Department (proposed access onto Nowthen Blvd. N.W.) Anoka
County has approved a second access onto Nowthen Blvd. for the church in the vicinity of the
Bernstrom private driveway contingent upon the Bernstrom driveway being abandoned after the
Church acquires the Bemstrom property. I spoke with Tom Hovey, DNR, on May 1 and he stated
no concerns with the proposed development as it will not impact the protected wetland; his letter is
forthcoming. 'The plans were sent to the LRRWMO on April 30 for review.

I should also note at this time that there are a number of healthy trees on the site that the Applicant
is proposing to relocate on the property for screening purposes. Remaining trees not relocated by
the Applicant will be offered to the City of Ramsey for replanting on public property.

The Applicant is requesting that the requirement for curb and gutter at this time be waived on a
portion of the parking area in lieu of planned future expansion to the west, and along the driveway
in lieu of rec0nfiguration of the driveway following acquisition of the adjacent parcel to the east
and removing the existing residence on that parcel.

City Code requires all new development in the MUSA be served by sanitary sewer and municipal
water. Those services are currently not available to the site and Code allows for alternative
systems until they become available. Lord of Life has petitioned the City for a feasibility study
regarding the extension of sanitary sewer and municipal water to the property. That petition is
I ~,:.; ,~g processed.

The following items are enclosed for your information:

a)
b)
c)
d)
e)

Site location map
Site Plan dated March 14, 1991 and revised April 22, 1991
Landscape Plan received by the City on March 19, 1991
City Engineer's Review Letter dated March 28, 1991
Letter from Vanman Companies to Anoka County Dept. of Highways dated April
22, 1991.
Letter from Anoka County Dept. of Highways dated April 24, 1991
