Commissioner Hendriksen stated that if Waste Management allows inspection upon demand, it <br />alleviates any question that there could be some nefarious activities at the landfill. <br /> <br />Mr. Otter stated that if the City Personnel are agreeable to waiting for the appropriate Waste <br />Management of Minnesota Inc. (WM MI) Personnel to be called for the inspection, then WMMI is <br />agreeable to no prior notice. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Deemer to recommend to <br />City Council require that inspections without prior notice be allowed if deemed appropriate by City <br />Staff. <br /> <br />Motion carried. Voting Yes: Chairman Zimme~vnan, Commissioners Hendriksen, Deemer, <br />Bawden, LaDue, Terry and Thorud. Voting No: None. <br /> <br />With regard to #16: Screening. It should be amended to read"... Screening of the treatment <br />facility shall be such that within five years of planting, 75% opacity is achieved to a height of 20' <br />from the base elevation of 870 t'eet. The minimum size of trees to be five feet at <br />the time of planting". <br /> <br />Chairman Zimmerman recessed the meeting at 9:24 p.m. <br /> <br />Chairman Zimmerman c~led the meeling back to order at 9:37 p.m. <br /> <br />With regard to #22: Alternative Mediation of Private Well Claims. amend it to read "In the event <br />of a substantiated claim of the loss of water supply or contamination of a private well...". <br />Also, strike the word proportionalely from #22 (b) where it says" ...The Permit Holder, if <br />found partially or wholly responsible for actions leading to the claim, shall proportionately <br />reimburse the claimant..." <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Bawden to recommend that <br />City Council approve Waste Management of Minnesota, Inc.'s request for a conditional use <br />permit, as modified, to operate groundwater pump-out and treatment system. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Deemer, Bawden, <br />Hendriksen, LaDue, Terry and Thorud. Voting No: None. <br /> <br />Case #4: Review Terms of' Conditional Use Permit Issued to 7205 Highway <br /> #10 N.W. for Molor Vehicle Sales <br /> <br />Ms. Frolik stated there has been com:crns with the activity at the Ramsey Auto Sales relating to <br />auto salvage being brought on to the site for repair and resale. <br /> <br />Mr. Robert Wojcik was present and stated that he buys insurance vehicles but doesn't repair them <br />at his site. He stated he has the legal title for the cars and that they send them out to various auto <br />shops in the area for repair work. i-le added that his facility does minor maintenance such as tires, <br />batteries, bumpers, etc. <br /> <br />Commissioner Hendriksen stated he has seen vehicles in various stages of repair on the site. <br /> <br />Mr. Wojcik stated that the vehicles are sent to different facilities for various types of repa/rs and <br />they are brought back to his operali~,~ in between times.
