City of Ramsey <br /> <br />15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303 <br /> <br />(612) 427-1410 <br /> <br />July 16, 1992 <br /> <br />Mr. Norman Bury <br />Bury & Carlson, Inc. <br />201 W. 121st Street <br />Burnsville, MN 55337 <br /> <br />Re: Sketch Plan Review; Bury & Carlson Addition <br /> <br />Dear Mr. Bur),: <br /> <br />We are in receipt of your proposal for a minor subdivision in the City of Ramsey to be named Bury <br />& Carlson Addition. The sketch plan consists of one sheet drawn by N.C. Hoium dated May 29, <br />1992. We offer the following comments: <br /> <br />General: The proposed plat is in the Business Warehouse (BW) District and consists of <br />approximately 17 acres to be subdivided into one lot and Outlot A. The proposed plat <br />boundaries also take in the existing Outlots B and C of Gateway North Industrial Park. It <br />is our understanding that the developer is in the processing of acquiring these outlots but <br />prefers not to bring them into the plat. The plat boundaries should be modified <br />accordingly. <br /> <br />Lot Sizes and Dimensions: The minimum lot size in the BW District is one acre. Lot 1, <br />Block 1 of Bury and Carlson Addition measures approximately 15.5 acres, 17 acres <br />including the ponding area proposed as outlot. <br /> <br />o <br /> <br />Drainage: What is designated as Outlot A in the sketch plan is an existing wetland. Staff <br />recommends that this designation of this outlot be changed to drainage easement in the final <br />plat. The City's Comprehensive Storm Drainage Plan calls for an outlet from this ponding <br />area through Outlot B, Gateway North Industrial Park, to the east and eventually <br />discharges through the existing storm sewer in place along Sunfish L'ake Drive. <br /> <br />Transportation: The City's thoroughfare plan calls for a collector street north of the railroad <br />tracks and south of Count), Road #116, connecting Sunfish Lake Blvd. N.W. and Ramsey <br />Blvd. Although Outlot B, Gateway North Industrial Park, is not proposed to be included <br />in the plat, it should be noted for the record that Outlot B would facilitate such a road <br />corridor. <br /> <br />The Foster Cemetery is encompassed on three sides by the subject plat. It is reasonable to <br />expect that access to the cemetery be provided from a dedicated roadway. It is also <br />reasonable to expect that 143rd Avenue would be extended to the east at some point in the <br />future. The current alignment of 1-13rd would dicta::, that extension to the east will require <br />33 feet of right-of-way along the northern boundarx of the proposed plat. <br /> <br />It is Staffs recommendation that the final plat be re:~rawn to provide a 33 foot wide outlot <br />across the northern boundary of the plat. The Development Agreement should then require <br />that the developer provide the City with access to the cemetery with an easement across that <br />outlot on tile northern boundan"and an easement from that outlot south to the cemetery. <br /> <br /> <br />
