Mayor Strommen thanked Asst. City Administrator/Economic Development Manager Brama for <br />his work on this survey. <br />Councilmember Riley asked if the comment section is being tabulated. <br />Asst. City Administrator/Economic Development Manager Brama stated he will follow up with <br />the consultant on that information. He asked whether formal Council action is needed to finalize <br />the survey and authorize it to be published. <br />City Administrator Ulrich recommended the City rely on the research firm and its validity. <br />3. TOPICS FOR FUTURE DISCUSSION <br />Massage Ordinance <br />Councilmember Riley asked for an update on the Joint Fire Board and Massage Ordinance. <br />City Administrator Ulrich explained that per direction of the Council, staff sent a survey to <br />independent massage therapists in the area and had received two surveys back. He indicated that <br />staff will present the results of those two surveys and request feedback on drafting a Massage <br />Ordinance at the next Council meeting. <br />Joint Fire Board <br />City Administrator Ulrich reported on the uncertain status of the Joint Fire Board, noting it has <br />not met for about six to eight weeks. He explained that through the process, issues came to light <br />pertaining to retirement and other issues that will be difficult to resolve. He explained that this <br />item will be before the Council prior to the end of the year to consider how to wind up this <br />process. <br />Mayor Strommen explained that mayors from other communities who served on the Joint Fire <br />Board did not run for office so in those communities, there will be a change of leadership, <br />resulting in being unsure whether that support remains. <br />City Administrator Ulrich stated the Fire Departments, through this process, found opportunities <br />for shared services and equipment, which will be summarized when presented to the Council at a <br />future meeting. <br />Rivers Bend Park Conservation Easement <br />Councilmember Backous asked about the status of the Rivers Bend Park conservation easement. <br />Parks and Assistant Public Works Superintendent Riverblood stated it is still under the City <br />Attorney's review. <br />Community Development Director Gladhill stated staff received direction on the ultimate use so <br />it is just to find the appropriate cost effective tool to make it happen. <br />City Council Work Session / November 12, 2014 <br />Page 7 of 9 <br />
