Communication Tools <br />Mayor Strommen asked staff to schedule a future discussion relating to use of communication <br />tools and the Ramsey Resident. She stated the issue of the City's communication capacity is <br />often raised so she would like discussion of how to use them in the most strategic and <br />opportunistic manner. <br />City Administrator Ulrich stated the newly hired Information Officer /Events Coordinator is <br />developing a Communications Plan and there has been staff discussions on that process and <br />image of the City. He stated that topic will be scheduled for a future Work Session. <br />Expedited Board and Commission Appointment Process <br />City Administrator Ulrich reported there are three Board and Commission vacancies and asked <br />whether the Council wants to advance the normal process to fill those vacancies March P He <br />advised that the Planning Commission had a recent incident of not being able to gain a quorum <br />to hold a meeting so staff would recommend moving that process forward to fill those vacancies <br />in December of 2014. He noted it might require scheduling an additional Work Session to meet <br />that expedited schedule with the Councilmembers -Elect being invited to participate. <br />Councilmember Riley advocated to consider this action after the first of the year as December is <br />very busy. <br />Mayor Strommen agreed and suggested advertising the vacancies now and then taking action <br />after the busy holiday season. <br />Councilmember Johns concurred. <br />Governor Dayton Visit <br />City Administrator Ulrich reported that November 24 and 25 are potential `save the days' for the <br />Governor's visit to address the Armstrong Boulevard interchange and Highway 10 initiatives. <br />He stated this is being worked on by Mr. Tinklenberg and it is hoped to also have the City's <br />elected delegation in attendance. <br />Councilmember Riley asked if a groundbreaking would also occur. <br />City Administrator Ulrich answered in the affirmative and indicated it is intended to be a kickoff <br />event for the Armstrong Boulevard and Highway 10 project and to gain attention and momentum <br />for corridor improvements. <br />Mayor Strommen stated she does not want to lose Senator Klobuchar's attendance because <br />federal funding was also key for this project. <br />City Administrator Ulrich stated staff is working with both schedules. <br />City Council Work Session./ November 12, 2014 <br />Page 8 of 9 <br />
