Case #3: 1991 - 1992 Animal Control Contract

Police Chief Auspos stated that the City is currently contracting with the Greater Anoka County
Humane Society for animal control. There are no changes in the new contract (the contract runs
from August to August) and the City has had good results working with them. He doesn't see a
need to switch to any other type or degree of animal control.

Councilmember Hardin requested that Chief Auspos inquire about the Humane Society expanding
their business hours.

Motion by Councilmember Hardin and seconded by Councilmember Peterson to enter into an
animal control contract with the Greater Anoka County Humane Society for the period August 1,
1991 through August 1, 1992.

Motion carried. Speed Limit

City Engineer Jankowski stated that the construction is nearing completion on the segment of
153rd Avenue N.W. between County Road #5 and Ramsey Boulevard N.W. and the City needs to
set a realistic and comprehensive speed limit for the entire street. He reported that the new section
of 153rd Avenue N.W. is designed for 40 m.p.h, and 35 m.p.h, on some curves.

Motion by Councilmember Hardin and seconded by Councilmember Beyer to approve Resolution
#91-07-156 authorizing the City Engineer to request a traffic study to set the speed limit on 153rd
Avenue N.W. to 40 m.p.h.

Case #5: Award Bid for 1991 Sealcoating Program

City Engineer Jankowski stated that the City received bids from three contractors for the 1991
Street Sealcoating Project with the low bidder being Bituminous Roadways, Inc. He stated he had
also asked for an attemate bid using some of the City's aggregate.

Motion by Councilmember Peterson and seconded by Councilmember Hardin to adopt Resolution
#91-07-157 awarding the I991 Seatcoating Program to Bituminous Roadways, Inc. in the amount
of $34,761.43 with the possibility of using the City's own aggregate which will reduce the bid
amollnt.

Motion carried. The
bid was based on an estimated poundage of crack sealing material to be used on the streets.
Approximately 15% more material was placed on the streets than was anticipated in the original
estimate. Mr. Jankowski requested that the contractor be compensated for the actual quantity of
material placed.

Motion bv Councilmember Hardin and seconded by Councilmember Peterson to adopt Resolution
g91-07-138 authorizing the change order and final payment for Bergznan Companies.

City Council/July 9. 1991
