Off-Street Parking: Performance standards require one off-street parking space for each employee on the maximum working shift. The minimum off-street parking space size is 300 square feet. The concrete apron adjacent to the shop is proposed be be 960 square feet. This should be sufficient to accommodate off street parking for the one pm-time employee and deliveries. It is assumed that the full-time employee, who also resides on the site, will not require an off-street parking space. Curb and Gutter: City Codes requires all driveways, off-st~et parking areas and travelled areas of a commercial development to be improved with concrete curb and gutter. No concrete curb and gutter is indicated on the site plan. The Commission should decide what precedent it wishes to set regarding this improvement within this P.U.D. ~gl:~r, lliilg_P.,~: Thc site plan proposes to provide 3 rows of coniferous trees between the residential and commercial uses on the property. The tree screen is proposed to be located within that front 200 feet of the property that is reserved for residential use only by the covenants. The 3 rows of trees for screening purposes complies with the covenants. However, the covenants does not specify whether or not the tree screening must be planted on the commercial portion of the property. If it is determined that the screening may be planted on the residential portion of the property, then ! would suggest that the tree screening be aligned a sufficient distance north of what is proposed to allow access by emergency vehicles to all 4 sides of the shop smacture. Landscaping Plan: Other than the required tree screening, no landscape plan was submitted. Sod or seed should be required to restore all areas disturbed during construction. ~ In accordance with Section 9.03.06 of the City Code, lot coverage is limited to 35% of the commercial portion of the subject property. The commercial portion of the property measures at 69,631 square feet, 35% of which is 24,371 square feet. The proposed size of the shop structure is 1,600 square feet. Architectural Stand~t.r_ds: The shop is proposed to be a wood frame construction with masonite siding. This is in compliance with City Code. Signs; The site plan does not indicate whether there will be signage on the property. Signage must comply with the covenants established for Pineview 2nd Addition. Wastes: City Code requires that alt refuse shall be stored in a screened structure or container. The proposed site plan should be amended to indicate refuse container location. We recommend that the site plan be approved contingent upon compliance with this review letter and resolution of the issues relating to placement of tree screening and the requirement for concrete curb and gutter.
