Screening and Landscaping: City Code requires that all materials and equipment stored <br />outside a building in the Industrial District be screened from the public street. The <br />screening is required to be 5 feet tall. Code also requires that a landscaped area be provided <br />along all streets. The proposed location of the building on the lot is currently being used as <br />a supply yard and is fenced. The developer is proposing to plant 120 seedlings along the <br />north fence line which is planned to someday abut the extension of Industry Avenue. The <br />developer has not proposed any plantings on the east fence line which faces Armstrong <br />Blvd. because the fenced in storage area is set back approximately 700 feet from Armstrong <br />Blvd. For that same reason, the developer is not proposing a landscaped area along <br />Armstrong Blvd. <br /> <br />Off-Street Parking: City Code requires accesses and off-street parking to be curbed and <br />surfaced with blacktop and concrete. Because of the nature of the use and the fact that there <br />will be no employees at the site on a regular basis, the developer is not proposing any <br />curbing or hard-surfacing of the access and travelled areas of the lot. If the Commission <br />grants a variance to the hardsurfaced accesses, then the developer should be required to <br />bring the accesses into compliance with City Code at the time Industry Avenue is extended <br />and improved along the north boundary of the subject property. <br /> <br />o <br /> <br />Exterior Storage: Outdoor storage is permitted as an accessory use in the I-1 Industrial <br />District provided the storage area is surfaced to control dust. The developer is proposing to <br />surface the approaches to the warehouse with crushed granite and retain grass on the <br />remainder of the storage area for dust control. If it is determined that grass does not meet <br />the intent of Code, then a time frame should be established to bring the surfacing of the <br />storage area into compliance. <br /> <br />8. Lighting: The site plan did not indicate fflighting is proposed. <br /> <br />Drainage: The topography is essentially fiat with a very slight grade of approximately one- <br />half percent toward Armstrong Blvd. to the east. The proposed building is approximately <br />1,000 feet from the fight-of-way of Armstrong Blvd. There will be essentially no increase <br />in mn-off from this site due to the construction of this building. <br /> <br />The Planning and Zoning Commission will be meeting at 7:30 p.m. on Tuesday, October 1, 1991 <br />to consider the request for site plan review.
