speeds on Highway #47 with the intent of reducing those speeds, is included in the agenda.
Anoka is also ~slcing Ramsey to consider a trail corridor crossing from Anoka into the River's
Bend Park in ~sey. He stated another item for consideration is a request for the Anoka Council
by the City of Ramsey to pass a resolution of support for the proposed Mississippi River Crossing
located south Of Highway #10 between Ramsey Boulevard N.W. and Armstrong Boulevard N.W.
into the City of Dayton.

Anoka Mayor Beberrg commented that the State was requested to do a speed study for Coon Rapids
Boulevard and they raised the speed limit. He was concerned that the same thing could happen
with regard to Highway #47.

Anoka ManagEr Nagel stated that Police Chief Revering and he had been working on this issue as
it has been apmble~m for a number of years. He asked Ramsey City Administrator Schroeder and
the Ramsey ~ily Council to consider the request to contact MnDOT and hopefully something will
get done and h6pefully the speed limit will not be raised.

Ramsey Coun¢ilmember Cich stated that at one time it had been talked about that the State was
planning to droop Highway #47 and it would become a County thoroughfare. He added that there
are similar problems of speed limits being too high elsewhere and it seems a tragedy has to occur
before MnlSOT makes any changes.

Bridge CrosS~g - Ramsey City Engineer Jankowski stated that the City of Ramsey was able to get
the property .owner in Tooth Acres to subdivide creating two outlots (E and B) designed for the
future Ramse~ - Dayton Bridge Crossing and the two City Councils have met to discuss the
crossing. The~ was also a proposal last spring to pursue the construction of the crossing as a toll
facility. The Gi~'ty of Dayton appears supportive of the crossing only to the extent that the roadway
continue and ~nn¢ct with 610/94. Funding for this as part of a State or County trunk system is
long range. There are no f'm~n commitments made; however, the overall benefit would be to give
both communilieS good access to the Central Metro Area. Mr. Jankowski suggested a connection
be made with ,County road #116 and or County Road #56. He felt it would be more logical to
connect with!C~ounty Road #116 rather than County Road #56 to give industrial properties the most
direct access m the bridge.

Mr. Schroederlstated he bel!e_ves the City of Ramsey is interested in pursuing the crossing and is
soliciting tho CitY of Anoka s support to pass a resolution for the concept of the river crossing at
Outlots E and B in Tooth Acres.

Anoka Councilmember Weaver stated there is a definite need for another bridge and there has been
talk of one co~)aneeting Reisling Avenue and Coon Rapids; however, the City of Champlin is
opposed to thi~ crossing. He commented there may be a good chance to get the crossing Mr.
Jankowski is speaking of because of support of it and not opposition.

Anoka Counc~member Cotten stated that Anoka has been supportive of bridges north of Anoka
and they wotll~t support this one.

Mr. Nagel stated that it was intended that the volume of traffic on Ferry Street would be relieved by
the building of the i610 bridge and that it would take five to ten years before the traffic would be
back to what iti'was; however, it has only taken three years to get it back up there which suggests a
definite need for ahother bridge. He stated there is a need to get it started and if the Cities of
Ramsey and Dayton are taking the initiative to make sure land is set aside for the crossing, that's
the beginning.~

Ramsey CounC-ilmember Cich asked about Hennepin County.

?
:: Joint City

Council/Ramsey/Anoka - September 4, 1991
