City of Ramsey

1~_153 NOWTHEN BOULEVARD NmV~'., I4AMSEY, MINNESOTA 55303

· (612i 427-3410

November 12, 1991

Mr. Tom Hovey
Department of Natural Resources
1200 Wa_mcr Road
St. Paul, MN ~55106

RE: Wood pond Hills Subdivision in Ramsey, Minnesota

Dear Mr. Hove>,:

In response to~your undated draft review letter, I would like to direct this letter in response of vour
comment item 5. You indicated that the proposed 80 foot wide MSA road would need to traverse
protected wetland 2-114p.

The City has reviewed your comments and concerns regarding this wetland crossing. It is the
consensus ofl City staff that this roadway is necessary to sen, ice the evolving residential
development in Section 26. Substantial additional travel time and distance would be involved
without a crossing :of the wetland running adjacent to County Ditch 43 at some point.

The City is cognizant of the value and importance of wetlands and concurs with the philosophy of
minimizing any necessary impacts to them. The alignment proposed by the developer as illustrated
on Sheet 3 of 4 of the plans entitled Preliminary Grading and Drainage Plan Wood Pond Hills and
dated August 16, 1991 shows an alignment impacting a distance of 340 feet of wetland. Bv
extending the 11000 foot curve immediately east of the wetland as illustrated on the attached Exhib{t
A, the distance of impacted wetland would be reduced to approximately 120 feet. This appears to
be the minimum width of wetland located anywhere within the vicinity of this proposed crossing.

While we understand that actual construction of this segment of roadway will need to comply with
standard depai'tment procedures for such activities, we wish to receive your concurrence with the
alignment as being the best short of the "no-build" alternative.

I await vour response to this proposed revision. Please call if you have any questions.

Sincerely,

crr¥
////////

Steven J.
