City of Ramsey

1,~153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303 · (612) 427-1410

November 25; 1991

Mr. Richard Sybrant
9421 West River Road
Minneapolis, MN 55444

RE: Request to vacate drainage easement on Lot 2, Block 3, The North Fort), 3rd Addition

Dear Mr. Sybrant:

The portion of the drainage easement to be vacated represents approximate 5()~ of a drainage
easement, set 'aside to service Block 3 of the above development. The remaining 50% of the
easement encompasses the northeast quarter of adjacent Lot 3. h is significant to note that this
drainage easement accommodates run-off from no public right-of-way. However, it would appear
to accept drainage from a strip of land immediately north of the lots which will be developed in the
future as a trail. The area contributing run-off to this drainage easement is relatively small and I
believe it is lcl;s than the 12.8 acres identified on the drainage plan submitted.

The fact that this drainage easement does not serve paved City right-of-way is significant.
Nonetheless, its existence does serve to protect houses constructed on Lots 2 and 3 from potential
flooding under unusual precipitation events. It is therefore my recommendation that the eastern
most 80 feet of this easement be allowed to be vacated. This will be sufficient to accommodate
location of the dwelling as desired. In addition, the remaining portion of the easement should be
graded as proposed on the grading and drainage plan.

Sincerely,

CITY or RAM~SE/Y

Steven .f.
