City of Ramsey

15~153NOWTHEN BOULEVARDN.W.,RAMSEY, MINNESOTA 55303 · (612) 427-1410

November 20, 1991

Dennis Peck
North Fork, Inc,
713 Bradford:Avenue N.W.
Champlin, MN 55316

RE: Request for Road Right-of-Way Easement Vacations in Northfork

Dear Mr. Peck:

I have been asked to comment on two proposed right-of-way easements which the
City apparently has obtained during the course of the Northfork platting
developments.

First, an easement is shown extending from the Southern terminus of Andrie Street
at its intersection with 153rd Avenue and proceeding across the Burlington
Northern Railroad tracks and intersecting with Highway #10. The development of
a roadway over this particular alignment is objectionable for the following reasons:

A) It reqt!ires an additional crossing of the Burlington Northern Railroad
track approximately 800 feet south of the existing crossing

B) This alignment would require an additional intersection on Highway
#10

C) The alig. nment would require the roadway to be placed through the
first an,d ninth fairways of the Northfork Links Golf Course.

Based upon the above, it is my opinion that the easement for this future roadway is
no longer required, and I therefore recommend it be vacated.

The second easement requested for vacation consists of roughly a one quarter mile
easement beginning at the Western terminus of' 164th Avenue within the
Woodlawn Estates Addition and terminating on the west section line of Section 17.
This segment~of roadway is identified in the preliminary plat of the Northfork
subdivision. Under normal platting procedures, this roadway would be dedicated at
the time this portion of the Northfork development is final platted. It is unclear to
me why the City has received the easement for this piece of roadway. Nonetheless,
