Drairlage arld Utility Easements: The plat should be modified to include ten <br />(10) foot drainage and utility easements around the perimeter of each of the <br />three (3) lots. <br /> <br />Non-conforrlnjng Use: Lot 2 has a dual use; private residence and light <br />manufacturing/retail (C&L Canvas Crafts). City Code does not permit 2 <br />principal uses on one lot and manufacturing is not a permitted use in the <br />Rural Business district. Both the private residence and the manufacturing <br />· operation are considered lawful non-conforming. They may not expand or <br />be replaced without acquiring a conditional use permit. It will also require a <br />conditional use permit to re-establish any use that ceases for more than 6 <br />consecutive months. <br /> <br />Park Dedication: No park dedication is due as this plat is not creating any <br />new lots and the property is already developed. <br /> <br />City Staff is of the opinion that platting the subject property is a benefit and in the <br />interest of doing so, recommends a variance to the minimum lot width and side yard <br />setback for Lot 1 and minimum lot size for Lot 2. <br /> <br />The Planning and Zoning Commission wilI be meeting at 7:30 p.m. on Tuesday, <br />December 3, 1991 to consider your request for sketch plan review of Cowles <br />Addition.
