Site Plan R~vlew: Ramsey Town Center 2na Addition
January 30,~2004, Revised February 20, 2004
Page 4 of 5 }

formula is applied, it results in the need for a mhnJmum of 80,956 square feet of crown cover
throughout the site (ratio of impervious area to total area multiplied by the pervious area). Also,
the plantin~ schedule shall consist of no less than 25% coniferous and no less than 25%
deciduous .t~ees.

The landsoaping plan dated December 23, 2003 indicates that a total of 397 trees will be installed
(122 overst0ry and 275 ornamental trees) as well as 1,632 shrubs. The total canopy cover of
these trees: a~d shrubs exceeds the requirements for this development. However, no coniferous.
species are ~cluded. All species indicated in the species palette are acceptable or preferred as
outlined in t~e Ramsey Tree Book. Additionally, all plants meet or exceed the mhnirnum size
requirements.

A revised lands¢aping plan should be submitted that incorporates coniferous trees into the
planting sch.~6dulo. Again, no less than 25% of the trees planted shall be coniferous. The Ramsey
Tree Book can be referenced to help determine preferred and/or acceptable species. Also, Staff
would reeonimend at least some shrubbery be included around the back to back units as
foundation plantings.

There are a ~couple of points of concern regarding the general location of street trees. First, no
trees can be ~lanted within thirty-five (35) feet of the back of curb of any intersecting street. It
appears that many of the "comer" trees on the plan are close to the minimum distance of thirty-
five (35) fecal from the back of curb. TMs is something that wilt require attention in the field
when the tre6s are installed. Additionally, no tree shall be planted within fifteen (15) feet of a
hydrant. Ifa ~onfli~'ct does exist, the spacing of the trees may need to be adjusted or a tree(s) may
need to be eliminated from the planting schedule.

Ground C0~er/II'rigation: The development is required to establish sod in all areas not
improved w~.~ structures or pavement. An irrigation system will need to be provided throughout
the developm~nt where sodded and landscaped areas will be established. Any irrigation systems
will need to b* reviewed and approved by the City Engineer.

Mailbox Lo,c~tion: The placement of mailboxes for the townhome units should be located along
the private streets.when possible. Location of mailboxes along public streets will need to be
clustered and ~s subject to the review and approval of the Streets Supervisor.

Address Si~ln~e: The City will be requiring an address location sign (specifYing the units
addresses) t° De placed at the entrance of all private streets. The required signage will assist
emergency se~ice$ in locating a specific unit when called to the site. In order to assist Staff in
review of the placement of signs and to ensUre an orderly look of the site, please submit to Staff a
sign placeme, nt~ plan. The plan should show the location and style of all street signs, address
signs, traffic control signs, and other planned signs. The address signage is subject to the review
and approval!oF the. City Engineer and Police Chief. It should be noted that signs identifying the
development ~Will require a separate sign permit.
!:
