CASE #$:1: Ramsey Fire Department Relief Association By-Laws <br /> <br />Mr. GooO~lch explained the Fire Board has recommended Council <br />approvalrof:thelr By-Laws for the Relief Assoclatlon. There ls no <br />requireaent that they be approved prior to December 31, 1990, as <br />any state funds available for 1991 would be deposited with the City <br />and turned over to the Relief Association once the By-Laws are In <br />place. <br /> <br />Councllmember Clch stated many of his questions were answered when <br />he met w~th~the Fire Board. At this time he had no problem with <br />the proPOsali, though there has been some Indications by the <br />Councllm~mbers-Elect that they would like to look at this. He <br />recommendedlthe Item be tabled to allow the next Council to <br />consldecrlt. <br /> <br />MOTION D~ Ci:ch, Seconded by DeLuca, to so move. FURTHER <br />DISCUSSIONs' Councllmember DeLuca felt some terms could be more <br />clearly ~eflned, such as "pensloneer" and "vested". Attorney <br />Goodrich ~felt that Is a good point. He also noted that any changes <br />to thesei~By~Laws In the future would be made by a 2/3 vote of the <br />membershllp, ~not by the Council. <br />Iom Hox~r. iRamsev Fire Deoartment - stated they are anxious to <br />get this ~ltem finished as soon as possible to begin moving on; and <br />he didn'~i see any reason why this should be tabled because the new <br />Council i~as !seen it. Councilmember Cich felt the new Council <br />shoul~ h~ve some input on the matter. He felt this is too <br />importan~ to rush through, not wanting to make a mistake that will <br />lose benefl~s later on. Councilmember Pearson pointed out the F~re <br />Board met.!~ and did recommended that the Council adopt the By-Laws. <br />Counctlm~mber Clch recommended the matter be placed on the January <br />22, 199~,~ Council Agenda. <br /> <br />VOTE ON MOTION: <br />Motion ~a[rrled. <br /> <br />YES-Cich, DeLuca, Peterson, Reimann; NO-Pearson. <br /> <br />CASE #4: <br /> <br />City Contribution for the Ramsey Fire Department <br />Relief Association <br /> <br />Councilmember Cich stated he is opposed to the eXpenditure of <br />$17,500 t~ the Fire Department Relief Association. It isn't in <br />this year/s or next year's budgets; and while the new Council will <br />be lookin~ for ways to cut spending, It Is hard to 3ustify this <br />amount or, money for the Fire Department. The Council is also <br />looking a~ spending $5,700 to provide short-term disability <br />benefits ~or the Fireflghters, plus they are covered Dy-Workers' <br /> -~:~ensat~on.
