Basically, the Flreflghters expressed surprise at what they <br />considered !lack of coverage and their concern of putting their <br />lives on!the line without additional coverage. Ms. McAloney <br />explalne~ Mr. Gulmont has told her he Is requesting compensation <br />from theitlme of the InJury, October 21, and that he would settle <br />for $3,0g0 to carry him over to December 31, or $800 for for two <br />months. ; <br /> <br />Mr. GulmOnt asked for what he thought Is fair, that he didn't think <br />he shou!l~ have to bear the full responsibility for what happened. <br />Mayor Rejmann stated as a self-employed person, he had the option <br />of carrYlnglhls own disability Insurance. Mr. Gulmont replied that <br />he cOuldldo that for his own job, but he shouldn't have to do so <br />for the City. And If he had known about the limited coverage as a <br />flreflghter, maybe he would have done something about it. Motion carried unanimously. <br /> <br />The CounCil:recessed at 9:17 p.m.; reconvened at 9:40 p.m. <br /> <br />CASE ~7~i Request to Connect to City's Storm Sewer System by <br /> Waste Management of Minnesota Inc <br /> <br />Mr. Hart~ey reviewed the background of the plan of Waste Management <br />of MinneSota, Inc., to drill several barrier wells around the <br />landfill !and pump out the groundwater, air strip it, and discharge <br />the grou~idw~ter into the Mississippi River. In order to accomplish <br />this WMM! proposes to construct a forced main to where the water <br />coul~ be idlscharged into the City's storm sewer where it will then <br />discharge to the Mississippi River. He also reviewed the concerns <br />of the S~aff as outline~ in the Agenda material. <br /> <br />Mr. Hartlley .state~ one concern is that the City have no obligation <br />to obtai~ or monitor an NPDES permit. Mr. Otter has assured him the <br />City will, not be lnvolvea, but at this point he has not received <br />anything !In writing to that effect. He continued that WMMI has also <br />agreed t~ Install a monitoring system so that if water levels In <br />the storm se~er begin to get too high, the pumps at WMMI will be <br />turned ofif until the total discharge capacity is reduced. He stated <br />he Is reasonably sure that such a system In place will meet the <br />needs of Ithe: community.
