The short-term disability Insurance just approved would <br />not apply in this case, The recommen~ation ls that whatever the <br />package ts for the short-term disability, that the benefit be <br />determined and given to Mr. Oulmont by the City, In effect, <br />retroactively. <br /> <br />Ms. McAloney gave the background Information regarding the method <br />of caculattng benefits by Workers' Compensation for volunteer <br />flrefighters, noting Mr. Gulmont receives $274.67 per week. Mr. <br />Guimont Is requesting $2,360 per month In addition to Workers' <br />Compensation. Since short-term disability Insurance has just been <br />approved by the Council, a proposal would be to pay Mr. Guimont <br />an additional $800 per month since November 4, which Is 13 days <br />after the injury was Incurred, until the end of the year. That <br />amount Is equivalent to the proposed short-term dlsabl]lty <br />Insurance program. At that time Mr. Gulmont will also have to <br />submit a copy of his 1989 Federal Income Tax form and Schedule C. <br /> <br />O~y Gul~ont - explained he was never told about the coverage in <br />case of InJury; he assumed he was covered and his wages would be <br />met. He stated he cannot support a family of five on $274 a week. <br />He is self-employed and has lost a lot of money as a result of this <br />InJury. He said he would provide the necessary information after <br />the end of the year, though he has already supplied year-to-date <br />materla]s. Mr. Gulmont stated the very ]lmlted coverage was a <br />surprise to everyone on the Department. He may have given <br />consideration to not volunteering or made other arrangements if he <br />had known the minimal coverage they had. He said he is just asking <br />for his wages to be met. Ms. McA]oney stated the City was not <br />obligated to provide any more coverage than it did, and many other <br />cities have only Workers' Compensation. <br /> <br />Bruce Hoe~e, Firefi~hter - stated the first Flrefighters weren't <br />told anything about coverage. He explained the current procedure <br />for accepting new flrefighters, but they receive nothing in writing <br />about their coverage for Injuries. <br /> <br />Mr. Ho~ter - stated the Firefighters were under the assumption <br />that their compensation under Workers' Comp would cover their <br />wages; and he thought they were covered because they couldn't start <br />their training until the City told them they were insured. That Is <br />why they are surprised that they really weren't covered. <br /> <br />A lengthy discussion ensued with several Fireftghters and Staff' <br />regarding the information told to the Firefighters when they <br />volunteered: on how benefits are determined under Workers' <br />Compensation based on a Firefighter's imputed wage, not the actual <br />outside wage of the injured person; on the City's coverage of <br />genera] liability insurance and Workers~ Compensation insurance, <br />plus the short-term disability insurance approved this evening <br />which will be effective sometime early next year; and on Mr. <br />Guimont's request for compensation. <br /> <br />CITY COUNCIL/DECEMBER il, ~990 <br /> Page lO of 17 <br /> <br /> <br />
