for the ~orst-¢ase situation. They anticipate it will be even more
eff]¢l~n~ than what Is being proposed. The proposal will meet all
criterion, e~tabllshed and will require no cost to the City.

Mr. JankOwskl then explained that the City's storm sewer Is located
south off, the railroad tracks but north of Highway 10. It Is In the
City's pil&n' to extend that 48-Inch storm sewer pipe north of the
railroad[tracks some day. He suggested that consideration be given
to all OW~ng WMMI to connect to the City's storm sewer line, but
have them add to that line by extending that pipe north from Its
exlstlngl location under the railroad tracks as part of the City's
payment,.~ He suggested the line should go as far north as McKlnley
Street w~ere It wlll be needed if that road Improvement Is
approve~ Attorney Goodrich also suggested video taping the
pipellnei~prlor to the discharge from WMMI as a baseline on the
condltIo~ of the pipe.

I~ -istated he was agreeable to vldeo taplng and
documentIng the condition of the line prior to the start of the
proJect.i He has also visited a site In IndJannapo]ls which has
basically the same system and Is operating under an NPDES permit.
It is aniacceptable technology, and this will be one of the first
systems ~n !lne In the State. Mr. Otter then noted the monitoring
consistsl~of'samples taken on a scheduled basis -- dally on the
start-up; p~obably quarterly when the system Is fully functional,
whatever[ts dlcate~ by the permit. In addition, It Is unlikely
there will be a failure In the system where the VOCs wou]d
unknowln$ly.~e discharged to the river, as there are a number of
malfunction'devices and shutdowns to prevent that from happening.

~ - also stated he is willing to finance the cost of
constructing the Clty's 48-inch pipe from its exlsting location to
the north side of the railroad tracks to avoid duplication.

Dou~ Fou~t&l~n. ~5253 ~52nd Avenue NW - In the event of a summer
~ownP°u~iand the storm sewer could not take this treated water,
would WMMI be closing down the process? Mr. Otter stated the
system w~uld automatically shut down if two-thirds of the storm
sewer pl~e~ i~s flow, and the system would have to be manually put
back on l~tne.

Mr. Fountain - stated Mr. Otter mentioned diverting water to
Sunfish'~akel from another area, asking what wildlife area would be
affected.~ Mr. Otter explained the other area of concern is the
w]ldllfe area across from Sunfish Lake. There could be a draw-down
such tha~ the wildlife area could dry up and disappear. Their
concernil~ to keep that area molst and wet so the wetland would be
maintained. The equipment Is In place to monitor other wetlands as
,~e]l so they wi]] know if something occurs.

Mr. Hartley suggested if it so chooses, the Council should direct
the City Attorney to prepare an agreement consistent with the terms
discussed' this evening Detween the City of Ramsey and WMMI.

CITY COUNCIL/DECEMBER il, 1990
Page lS of ~7
