MOTION Dy Pearson, Seconded by DeLuca, to so move. FURTHER
DISCUSSION; Attorney Goodrich felt It may be posslb]e to bring a
Oraft back to the December 18 meeting.

A woman asked how far could the water drop In the aquifer and what
happens to the pollutants being taken out of the water. Mr. Otter
reviewed the location and depths of their monitoring wells where
they will De able to predict the different levels. He also
explained the two carbon absortlon filters will be continuously
replaced and generally are treated as hazardous waste because they
contain high levels of VOCs. The waste would not go back into the
landfill.

VOTE ON MOTION: Carried unanimously.

CASE #15:

Receive Letter from Waste Management of Minnesota,
Inc., Regarding Increase In Disposal Rate at the Anoka
Regional Sanitary Landfill

Mr. Otter explained recently they came to the City of Ramsey
reguesting a reduction in tipping fees. At this time they are
unable to keep the total volume needed to support the lower
prices. So they will continue to pay the full fee. They are
trying to encourage additional volume Into the landfill; and If
they come up with another proposal, they wi]] again bring it to the
City for consideration. No Council action was taken°

CASE ~8:

Review Independent Auditor's Report, Management Letter
and City's Response

Mr. Kenneth Mai]oF, Pannell Kerr Forster - reviewed his
Management Letter dated July 2, 1990, relating to the 1989 audit
done for the City and suggestions for improvements. He noted the
City has improved its General Fund financial position to a healthy
fund balance and highlighted some suggested corrective actions to
avoid proD]ems in the future. In addressing the City's response
letter, Mr. Ma]Icy felt the City is addressing the questions and
suggestions his firm has made, hoping the proposals will be
followed through ahd accomplished. His only concern would be If
the same proD]ems incurred this past year happen again next year.

No Council action was taken.

CASE ~14: Cystic Fibrosis Foundation Premise Permit

Mr. Hart]ey explained the applications for the Cystic Fibrosis
Foundation at two different businesses for pull tabs and bingo.
Also included ls the Lawful Gambling Lease Agreement between the
Cystic Fibrosis Foundation and Jonathon Ross, Inc.

CITY COUNCIL/DECEMBER 11, 1990
