That option was not needed. <br /> <br />Councihnember Kurak clarified the plat could still be moved over at later date. <br /> <br />Assistant Public Works Director Olson responded in the affirmative if the motion is consistent <br />with the City Staff Letter. <br /> <br />Councilmember Cook asked if under a normal development situation the easement would go <br />back to Town Center as a credit towards trail dedication. <br /> <br />Assistant Public Works Director Olson replied in all of the other cases where a trail was required <br />on the property of the developer, the City required the developer to supply that trail easement <br />without any credit of trail dedication. He is not familiar with the practice of granting a credit. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Kurak, Cook, Pearson, <br />Strommen, and Zimmennan. Voting No: None. <br /> <br />Case #8: <br /> <br />Consider Request for Preliminary Site Plan Review of Ramsey Town Center <br />2"a Addition, Case of Ramsey Town Center LLC and D.R. Horton Homes <br /> <br />Assistant Community Development Director Trudgeon reviewed the preliminary site plan for <br />Ramsey Town Center 2nd Addition, including the architecture of the buildings. He explained <br />staff has reviewed the information provided and finds them generally acceptable. The distinct <br />architectural features will address staff's original concern about seeing a "wall of units". These <br />features break up the units as viewed from the street to bring about a pleasing visual aesthetic. <br />Staff would like to point out that as the Town Center continues to develop in future phase, the <br />City would like to see additional colors to be used for the exterior besides the neutral earth tones <br />that are so prevalent in other townhome developments within the City. <br /> <br />Assistant Community Development Director Trudgeon explained while the proposed style and <br />architecture shown for the units are acceptable for this development, it is critical that the Town <br />Center Development Guidelines are completed and sent to the City for review and approval <br />before additional residential units are approved. As mentioned in the Staff Review Letter, the <br />landscaping plan is generally acceptable subject to swapping some of the deciduous trees for <br />coniferous trees and relocating some of the shrubs closer to the back-to-back units. Staff <br />recommends approval of the preliminary site plan review subject to the Staff Review Letter. <br /> <br />Pete Keeley, representative of ESG Architects, indicated their plan is to work out seven to eight <br />color pallets for the townhomes. The shakes can be done in deeper colors and stay better looking <br />for a longer time.
