They would be giving the property owner fair market <br />value. <br /> <br />Motion by Mayor Gamee, seconded by Councilmember Elvig, to adopt Resolution #04-02-059 to <br />acquire the property located at 14040 Azurite Street NW. <br /> <br />Further discussion: Mr. Hanson stated as far as this property being blighted, staff classified it <br />that way based on it being a metal building. He has not seen the pictures taken by the Fire <br />Marshal, and whether there were any pictures of the exterior of the building. The interior of the <br />building is insulated and is very structurally sound. It has served them very well, and from the <br />aspects of personal pride they built that building and it has served them for 20 years. It is being <br />ejected just on the theory that a particular type of building is undesirable. The City's statutes no <br />longer allow that type of metal pole building to be built, but that makes it more desirable to <br />certain businesses. The City of Ramsey does not lack for open ground for building purposes. <br /> <br />Mayor Gamec infom~ed Mr. Hanson that the motion has been made and if it is approved he <br />would discuss these negotiations with staff. Staff would come back to the Council if something <br />different is advised to be done. <br /> <br />Councilmember Elvig explained the reason the EDA is looking at this is that they are trying to <br />put better buildings with a higher value in this area, which will take redevelopment. He can <br />appreciate that the owners have their heart in the building, but it is for sale and this is the City's <br />opportunity to take advantage of this and they will offer a fair market value. He stated he will <br />watch that closely. <br /> <br />City Attorney Goodrich informed Mr. Hanson the pictures were not included to diminish the <br />value of the property, but to establish the public purpose for eminent domain. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Kurak, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Case #10: <br /> <br />Consider Conveyance of Two City Owned Parcels Located in Ramsey Town <br />Center Plat <br /> <br />City Attorney Goodrich stated the Master Development Agreement between the City and Ramsey <br />Town Center, LLC requires that the City convey Outlot A Ramsey Town Center Addition (which <br />is the northerly 90 foot strip) and Outlot J (which that portion of City's well site not required for <br />City purposes). The portion of the City's well site being retained by the City is Lot 1, Block 3 of <br />the plat. As with all City land conveyances, the conveyance must be by ordinance. <br /> <br />Councilmember Strommen inquired about the status of obtaining the deed from Ramsey Town <br />Center, LLC for the City Hall site. <br /> <br />City Attorney Goodrich replied this will be on the agenda of the next City Council meeting. <br /> <br />City Council/February 24, 2004 <br /> Page 21 of 31 <br /> <br /> <br />
