Mot/on by Councilmember Elvig, seconded by Councilmember Pearson, to introduce an <br />ordinance authorizing the sale of Outlots A and J Ramsey Town Center Addition. <br /> <br />Councihnember Zimmerman stated the City did not get its money's worth for the easement. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Pearson, Cook, Kurak, and <br />Strommen. Voting No: Coucilmember Zimmerman. <br /> <br />Case #11: <br /> <br />Receive Plans and Specifications and Order Bids for Improvement Project <br />03-28 145th Lane/146th Avenue Sidewalk Project <br /> <br />Assistant Public Works Director Olson explained last year a trail had been proposed along the <br />southern border of The Village of Sunfish Lake as an element of the improvements associated <br />with that new subdivision. During the approval process for this subdivision residents adjacent to <br />this proposed trail stated their opposition to a trail adjoining their backyards, and it was <br />determined that a sidewalk would be installed in front of their homes instead (along the north <br />side of 145"~ Lane). In addition, a sidewalk will be installed along the north side of 146th Avenue <br />in The Village of Sunfish Lake. It will be necessary to place sidewalk past three existing homes <br />on the north side of 146th Avenue in the Chestnut Hill 2nd Addition to connect The Village of <br />Sunfish Lake sidewalk to the existing sidewalk on Potassium Street. <br /> <br />Assistant Public Works Director Olson stated the Council authorized this project on July 8, 2003 <br />with fi~nding to be provided from the City trail fund. Staff recommends that the Council adopt <br />the resolution which approves the plans and specifications and authorizes the solicitation of bids <br />for this project. <br /> <br />Councilmember Strommen indicated she received some calls from the neighbors when there was <br />survey work going on. It appeared they had not been notified this was in the process. She would <br />hope that the residents will be notified, rather than finding out about a project when there is a <br />contractor wandering around the property. <br /> <br />Assistant Public Works Director Olson explained the direction given to staff was to go fo~wvard <br />with this project. Staff wanted to wait to inform the residents until they had a contractor on <br />board. This was pulled off the Consent Agenda to be sure the Council understood the next step <br />in the process will be to order the sidewalk project. The reason staff was going to wait until there <br />was a contractor on board to inform the residents is because many times people have questions <br />about what will be done in stages. Until staff is able to sit down with the lowest successful <br />bidder they would not have that information. He explained the project will start April 15th and be <br />completed around June 1st. <br /> <br />Councilmember Strommen stressed the need to notify the property owners that are affected. <br /> <br />Julie Horn, 6031 145~h Avenue NW, stated she met with the Park and Trail Committee a couple <br />of times. The trail ran between houses along the perimeter from an existing development to the <br />new development, and did not seem practical; the new development has sidewalks.
