Dave Perkins Contracting Inc. $28,540

Assistant Public Works Director Olson explained in addition to this demolition work there will
also be some hazardous materials which will need to be removed. A proposal has been received
form Lmninaire Recyclers in the amount of $950 for the removal and disposal of fluorescent
lamps, ballast, and other mercury containing electric components. Because of the condition of
the premises staff is recommending that a contingency be allowed to cover the disposal of
additional hazardous materials, which may be encountered in the cleanup process. The cost of
this work is proposed to be taken from funds available in Tax Increment Financing District No.
2.

Assistant Public Works Director Olson advised staff recommends that the Council authorize
entering into a contract with Dryden Excavating in the amount of $23,995 to raze the building
and clean the site, and to authorize an additional $3,000 to cover the expenses associated with the
removal of hazardous materials.

Motion by Councihnember Kurak, seconded by Councilmember Cook, to adopt Resolution #04-
02-061 to direct staff to enter into a contract with Dryden Excavating in the amount of $23,995 to
raze the building and clean the site, and to authorize an additional $3,000 for the disposal of
hazardous materials encountered in restoring this property to a salable condition.

Councihnember Elvig questioned if the City assumes liability for any hazardous material once
this property is taken over.

City Attorney Goodrich replied the City has already purchased the property and will assume any
liability.

Jon Enstrom stated he is familiar with this property. He stated he ran away from this project
when he found what is there and he recommends the City look closely before anything is done on
this property.

Assistant Public Works Director Olson requested to be included on any discussions with Mr.
Enstrom regarding this property.

Councilmember Cook clarified the action tonight is only for the removal of the building and the
electrical components that contain mercury. If they run into anything else on the property the
City will have to come up with a plan.

Assistant Public Works Director Olson responded in the affirmative.

Motion carried.
