Councilmcmb~l' <br /> <br />moved the adoption of the following findings of fact: <br /> <br />PROPOSED FINDINGS OF FACT <br />cONDITIONAL USE PERMIT FOR EXTERIOR STORAGE <br />PIN 29-32-25-14-0005 <br />14650 FERRET STREET N.W. <br /> January 30, 1991 <br /> <br />That ROger~ Munter, hereinafter referred to as "Applicant", has properly applied for a <br />conditional use permit to have exterior storage as a principal use of property in the Rural <br /> <br />~/That the Applicant appeared before the Planning and Zoning Commission for a public <br /> hearing', puesuant to Section 9.03.04 (Conditional Use Permits) on February. 5, 1991 and <br /> t}~at sai~ public hearing was properly advertised and that the minutes of said public hearing <br /> //are hereby incorporated by reference. <br /> That thee subject property is generally known as 14650 Ferret Street N.W. and is legall3, <br /> describi~l as follows: <br /> <br />Lot 1, Block 1, HY-10 Ramsey Addition, Anoka County, Minnesota <br /> <br />That the subject property is zoned Rural Industrial and is approximately 4.3 acres in size. <br /> <br />That the surrounding properties are also zoned Rural Industrial. <br /> <br />That $~.t~la 9.20.27 (Rural Industrial District) of the Ramsey City Code states that exterior <br />storage4, ijll~roperty in the Rural Industrial District is permitted with a conditional use permit <br />provid{d~the storage area is surfaced to control dust, the storage use does not take up <br />require~ parking and loading area and the provisions of Section 9.03.04 (Conditional Use <br />Permits) are met. <br /> <br />That th~,e Applicant is proposing to utilize the subject property for exterior storage purposes <br />for a p~rioi!i of twenty-four months, at which time an application for site plan review is <br />proposed t0 be submitted for the consmaction of a building on the subject property. <br /> <br />That the Applicant is proposing that the exterior storage area will be used to store <br />scaffolding, cement mixers, steel forms, bobcat trailers and various motor vehicle <br />equiprtient (one 2-ton truck with enclosed utility box, two 2-ton dump trucks with <br />constniction boxes, two gavel trucks). <br /> <br />That there are no other similar permitted conditional uses existing in the Rural Industrial <br />District. HOwever, there are properties in the Industrial Districts that have exterior storage <br />as a pfi, hcipal use. Those properties are considered to be legal non-conforming because the <br />exteri0f storage was an existing condition when Ordinance IK90-23 was adopted requiring <br />conditional use permits for ext~ri9.r stg.ra.g,e. <br /> <br />That the proposed use il~,~eunauly dah~erous or otherwise detrimental to <br />person~ residing or wot -king ih t~"'~_vi'-i~flitv of [he use, ~r to the public welfare. <br /> <br />That tile proposed use will/¢2~ill n_~g~ubstanfially adversely impair the use, enjoyment or <br />market; value of any surrounding propen3'. <br /> <br /> <br />
