He is now in the process of organizing and structuring ~e
Department a~ he[felt they should be further along before ad~ng personnel. He did hope that he
could get so~{ assistance from the office staff in the me~ time. Council a~eed.
c. iPolice Officer Position for 1991
Police Chief ~spds stated if it is the Council's intent to hire a new Police Officer until later in the
ve~, he will n~t gO throuah the pr~ess of inte~iewing. The Council aenerallv agreed that until it
is known wha~ effect an~, legislative action will have on the City's'budget'and that the Police
Officer posit{o~ should be placed on hold until at least June 1, 1991.
d. ~Secfetary to Administrative Services Position Vacancy

Ms. Ott explained (his is not a new position. It is a vacancy created when Jo Thieling became the
Recording Se~eta~y, and very little of her time is left for adminisxative work. She felt that the
work could ~e~handled for a few more months, but they will need someone by spring.

Again, since: t~e ~ouncil does not know what the legislature will do, it was a~eed to put this
level se~ice
position on hold u~til spring. They suggested the Staff re-examine the of provided
and that some ~e~es may have to be cut back.
Councilmemb}r P*terson also suggested the Council consider the time required of Staff when
requesting inf6rm~tion and that they should be aw~e of how each dep~tment operates and the
se~ices they; ~o~de.

Councilmemb~r B&yer suggested that when Councilmembers talk with residents the question be
passed onto $~ff ~d that a Staff member would then call the residents back with the infom~afion.
5. Airpogt agd Airport Commission
Councilmemb~r P~terson briefly reviewed the back~ound of the previous Council a~eeing to
become involv~ ~ith the Gateway No~h Industfi~ A~on, a private entity.

Mr. Jankows~: st~led in October there was a motion to proceed with an application for land
acquisition a~ stagce. However, no money was spent on it since that time and no work has been
done. Last y{ ar there was some discussion to having the Me=opolitan Ai~ort Commission
(5~C) be the~ .ntit~, to consol the ai¢on. He asked if that is still acceptable to the City Council.

Councilmemb~r P~terson understood that was a ve~, low pfiohty to 5~C, that they obviously
want the City ~ mgke the commitment and spend the money. He personally did not ~eel the City
' ' business
business, though he didn't mind the ai¢o~ existin~ as a phvate
should be in ~t~e ai~ort ~ ~
as it does now~

City Council / January 12, 1991
