3, Reporting Relalionships and Organizational Chart <br /> <br />The Cit.,,, of Ramsey Organizational Chart was discussed. Councilmember Bever suggested a <br />change in the Administrative Services section of the chm't. She felt the Administrative Coordinator <br />position should be changed to Deputy City Clerk and added as another arm to tile Cily <br />Administrator. The Finance Officer is normally the head of only the Finance Department. She also <br />felt that there should be someone as head of the Sewer and Water Departments. <br /> <br />Mr. Jankowski stated he will be looking at the Public Works Department organization further, <br />especially since the City will be taking over the responsibilities that have been handled by <br />Hakanson Anderson Associates, Inc. in the past. He is also considering appointing Mark Boos to <br />be the liaison with the Park and Recreation Commission. Mr. Boos would report directly to him <br />and would be taking on more of the administrative functions relating to parks. However, that will <br />take time away from his normal Public Works functions and those hours on the job will have to be <br />replaced by someone else. <br /> <br />Council a~eed that the Organizational Chart should be reviewed by tile Personnel Committee with <br />consideration given to Councitmember Beyer's suggestion of separating the Finance Department, <br />the Administrative Coordinator and Personnel Coordinator positions. It was noted that until an <br />interim City Administrator is hired, Miss Ashley will continue in her capacity as Acting <br />Administrator per the motion made previously in the meeting. <br /> <br />Ms. Ott informed the Council that Miss Ashley has been a big help as a mentor to both Ms. <br />McAloney and herself. <br /> <br />Council did not dispute the good work done by Miss Ashley, stating the proposed change is not <br />meant to reflect negatively on her, but is an attempt to make the functions of the office more <br />administratively correct. <br /> <br />4. Staffing Levels - Position Vacancies <br /> <br />a. Data Entry Clerk Position Vacancy <br /> <br />Councilmember Peterson noted the Personnel Committee put a hold on any new staffing until after <br />the first of the year because of budget concerns. Several other Councilmembers felt caution should <br />be taken in expending funds until at least May or June because of impending cutbacks from the <br />State during this legislative session. <br /> <br />Miss Ashley noted the Data Entry Clerk position was funded in the budget and is desperately <br />needed. They have been working with part-time help in that position since October, but it is not <br />yen, effective because of the time it takes for training. She personally has been doing some of the <br />data entry work, but'is no longer willing to do it. <br /> <br />Ms. McAloney also noted that with the City taking on additional engineering duties, a full-time <br />person is needed. <br /> <br />Because the position is funded and because it was felt that it is not the best use of personnel to have <br />Miss Ashier doing data entry work, there was Council consensus to fill this position. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Hardin ~o advertise the <br />position of Data Entry Clerk for the Finance Department. <br /> <br />Git3' Council / January 12. 1991 <br /> Page 6 of 13 <br /> <br /> <br />
