1 1. City;W~d{? Recycling Program <br /> <br />Councilmeml: Dr P~terson stated the Council decided to operate the program the first six months; <br />however, now a d~cision must be made on how it will be financed and whether or not to continue <br />letting Ace Solid Waste Management bill the City or have the City bill directly. <br /> <br />Councilmemher Beyer recommended each hauler take care of his own customers so the C/ty <br />doesn't get in'~olv~d in it. Each hauler could be asked to pal' a fee for the privilege of collecting <br />garbage in the!CiO, with that fee being used to fund the recycling rather than billing the individual <br />for it. The '.ha~aler~would~ obviously pass that fee onto the customers. It would be an ordinance <br />amendment t¢ :havt~ the haulers responsible for each resident they contract with. That would also <br />reduce the am )untl°f Staff time on this matter. Councilmember Beyer also stated the City should <br />be getting a ¢c Py of the tonnage report of recycled materials from the haulers. <br /> <br />Mr. JankowSki statled he will check into the matter further. <br /> <br />The Counciliprefe~ed not to hav,e city-wide billing for recycling and asked that the City Attorney <br />look into COuiicilrnember Beyer s suggestion. Staff also noted there have been some 6omplaints <br />about the Cit} 's retcycling efforts, suggesting more effort be made in public relations to make <br />residents awhr of ';vhat is being done. Council asked that Staff keep track of those complaints. <br /> <br />1 2. Coun¢iil / Staff Communications <br />Councilmemb~r P{~terson noted this item was addressed at the beginning of the meeting. He stated <br />the Council will be'.there to help, assist and talk with the Staff. Council needs to be advxsed of any <br />problem are~s~ both Staff and Council need to act ~n a professmnal manner, and Counml needs to <br />take the initiafi~.k,e t6 be informed on tasks and policies of each Department. <br />Ms. Ott not~diifom>er Councilmember Pearson attended the Planning and Zoning Commission <br />meetings and ~ted}as liaison to the Council. She asked if the Council wishes to continue having a <br />Councilmem~b~r at[their meetings. After a brief discussion, the Council considered rotating their <br />attendance at ~an~ng and Zoning Commission meetings. <br />Ms. Frolik als9 no}ted the City Charter requires the Mayor to give a State of the City address in <br />February and ~at ii be published in the February issue of the newsletter. <br />Mayor Gilbe~on :~tated that he will have it prepared. <br />1 3. Persodnel Policies Representation by Bargaining Unit <br /> <br />Councilmemb~r Peterson stated it is the intent that the conm'fittee appointed at the last meeting will <br />neeotiate wi!th~{both unions with the hope of obtaining a settlement quickly and professionally. <br />They intend tO,~leal!with people fairly and honestly. <br /> <br />Ms. McAlone~ staled the AFSCME union is ready for mediation, though she hoped it could be <br />averted if the:cbmmittee can negotiate a remedy before that mediation.
