Auspos noted that they had been verbalt'v told bF' the previous Administrator that they did not qu',.dify for comp time and .just now found out that is nol the intent of the City Code. Both expressed frustration at the lack of fairness. Councitmember Bever stated the City Code would apply unless there is a v,'riuen contract or some specific statement was made in the motion when they were hired. Miss Ashley felt that this should have been discussed and everyone treated the san-m, as that is not the way she has been operating nor compensated. Council agreed the Personnel Committee should look into the matter further. Miss Ashley was concerned about statements made of Council wanting all employees to be under one bargaining unit of LELS or AFSCME. She disagreed with having the Department Heads within the same bargaining unit as the people they super",,ise, feeling that is not in the best interest of the City. Mr. Auspos agreed. Councilmember Beyer was concerned with eliminating the inequities she has heard of with thc union employees versus exempt employees. Ms. Ott and Ms. Frolik gave examples in support of their vie',,., that there is no inequity and why some employees ma.',, mistakenly think there have been differences in percent of increases. Ms. McAloney argued it is up to the Council to see that everyone is treated equally and fairly. No further Council action was taken at this time. 14. Appoint City Health Officer Motion by Councilmember Peterson and seconded by Mayor Gilbertson to appoint Dr. William Rodman as the City Health Officer if he is interested; if not, that Dr. Ronald Jankowski be offered the position. Motion carried. Voting Yes: Mavor Gilbertson, Councilmembers Beyer, Cich and Peterson. Voting No: None. Absent: CounciimemberHardin. 15. City of Ramsey Computer Network Policy Finance Officer Ashley explained that the former Administrator was the most knowledgeable about the City's computer network, and nov,, there is no one on Staff as familiar. They have had a problem with viruses on more than one occasion and it would create a huge problem if it happened again. She recommended a policy to minimize an5, problems b,' restricting the use of the City's netv`,ork to employees and City owned hardv`,are, software, diskettes and tapes. Only one outside modem is being used by Hakanson Anderson Associates, Inc. for electronic mail. Council suggested that the City cease using all outside modems. Motion by Councilmember Cich and seconded by Councilmember Beret to adopt the policy regarding use of the City of Ramsev's computer network. Motion carried. Voting Yes: Mayor Gilbertson.
