30, 1990 for the storage of feed stock on Lots #2 and #3. Sharon Watson stated that the applicant <br />will not have sufficient time to put a site plan application together by December 30, 1990 and is <br />requesting an extension to February or March of 1991 for site plan submittal. <br /> <br />Sharon Watson then referred to Item #26 of' the proposed Findings of Fact which states the feed <br />stock is readily observed from the pubtic streets, rather than being screened. Ms. Watson noted <br />that the applicant has erected a fence, constructed a berm and planted u'ees. Ms. Watson requested <br />additional clarification as to what the City is referring to or requiring. <br /> <br />Mr. Otto replied that there is a fairly large access on the south end of the property and when it is <br />left open, it leaves feed stock in view from the street. <br /> <br />Motion by Chairman Zimmerman and seconded by Commissioner LaDue to amend Item #25 of the <br />proposed Findings of Fact to indicate that the applicant has stated that he will be expanding his <br />operation onto Lots #2, #3 and #4 of Gateway North Industrial Park Plat II. <br /> <br />Further Discussion. Mr. Otto clarified that the proposal for Lots #2, #3 and #4 are not considered <br />to be a part of the existing conditional use permit operation. Mr. Karst explained that he has a <br />second company called Danny's Tranny's which would be disassembling transmissions and <br />engines in preparation for processing on Lots #2, #3 and #4. Commissioner LaDue stated that he <br />feels that there is enough connection between the two operations to make reference to it in this <br />particular conditional use permit. <br /> <br />Motion carded. Voting Yes: Chairman Zimmerman, Commissioners LaDue, Bawden, Deemer <br />and Terry. Voting No: None. Absent: Commissioners Hendriksen and Thorud. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to amend Item #21 of <br />the proposed Findings of Fact to indicate that five incident repons were filed in i990. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners LaDue, Bawden, Deemer <br />and Terry. Voting No: None. Absent: Commissioners Hendriksen and Thorud. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Bawden to amend Item #18 of <br />the proposed Findings of Fact to indicate that the applicant will be replacing the baghouse with an <br />afterburner system. <br /> <br />Further Discussion. Mr. George Psihos, Engineer for Mr. Karst, indicated that the baghouse will <br />be kept on site for back up purposes. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners LaDue, Bawden, Deemer <br />and Terry. Voting No: None. Absent: Commissioners Hendriksen and Thorud. <br /> <br />Motion by Commissioner Terry and seconded by Commissioner Deemer to indicate that at <br />approximately 6:45 p.m. on October 16, 1990, Commissioner Terry observed at the site of <br />Danny's Aluminum Processing, one of the employee's disassembling feed stock with a torch <br />within ten (10) feet of the diesel fuel storage tanks and approximately twenty (20) feet from a <br />propane storage area. <br /> <br />Further Discussion.
