I I I i I I I I I 9.12 SIGNS 9.12.01 PURPUSE The purpose of. this! ordinance is to protect and promote the general welfare, health, safety and order within the,!CitY of Ramsey through the establishment of a comprehensive and impartial series of standards, rer(gulations and procedures governing the erection, use and/or display of devices, signs or symbols s~rving as a visual communicative media to persons situated within or upon public right-qf4~ay~ or properties. The provisions of this ordinance are intended to encourage creativity, a r~a~onSble degree of freedom of choice, an opportunity for effective communication and a sense 0fl[con~ern for the visual amenities on the part of those designing, displaying or otherwise utiliziing r~eeded communicative media for the types regulated by this ordinance, while at the same time a~surihg that the public health and welfare is not endangered. Abandoned Sign ~means a sign which no longer identifies or advertises a bona fide business, lessor, iservice, owner, product, or activity, and/or for which no legal owner can b6 found. ! Accessory USe means a use which is subordinate to the principal use being made of a parcel of land. ExampleS: Identification signs, off-street parking, off-street loading, telephone booths, etc. i; Advertising Sign means a sign, generally known as a billboard, which is used to advertise products, goods oriservices not sold, produced, manufactured or furnished at the property on which it is located.: ,,\ddress Sign means identification numbers only, whether written or in numerical form. Area Ident~fic~tton Stgn means a free-standing or wall s~gn which identifies a single-family or multi-family residential subdivision, a commercial development or an industrial park or office park and which is lo~ated on the same premises as the development it identifies. Allracfion 6'Card} Man,mi (Changeable Co_re' Sign) means a sign on which the cop)' is changed rfianUallv. Awning mear~s a hood or cover which projects from the Wall of a building, and of a type which can bc retracted, folded or collapsed against the face of tx supporting building. Banners an:d pennants mean attention getting devices which resemble flags and are of a non- permanent paper, cloth or plastic-like consistency. Bench Sign means a sign which is affixed to a bench at a bus stop. Business Directory Sign means a sign which identifies the names of the specific businesses located in a sh~ppirtg center or business or industrial park and which is located on the premises of the center so identified.
