! <br />! <br /> <br /> CASE # 3 <br /> <br />CONTINUE REVIEW OF PROPOSED SIGN ORDINANCE <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />BackgroundL <br /> <br />As you recall, i'on January 7, 1992, the Planning and Zoning Commission conducted a public <br />hearing regarding t~he proposed sign ordinance. Following the public hearing and discussion, the <br />Commission directed City Staff to make some adjustments to the proposed ordinance and conduct <br />some additiona! research. The current draft of the ordinance is enclosed for your information. <br /> <br />Observations: <br /> <br />Below is a listing of issues and follow-up activity resulting from the January 7, 1992 meeting. <br /> <br />1. Amead~i SeCtion 9.12.05, Subd. 5, Item a.5, to reduce the distance requirment for <br /> placeme~nt o~' real estates signs from pre-existing residences from 100 feet to 50 feet. <br /> <br /> Done. Refer to Section 9.12.05, Subd. 5, Item a.5. <br /> <br />o <br /> <br />Address sign content. <br /> <br />Done; 'Refe~r to Section 9.12.03, Subd. 11. <br />That Pai't ofithe proposed ordinance that prohibits the use of parked vehicles as signs needs <br />to be ~:li~rifi~d so it does not imply that car prices cannot be advertised in car windows. <br /> <br />Done -[P&z should review the revised language in 9.12.04, Subd. 7. <br /> <br />There needs to be a provision in the sign ordinance that allows temporary signs for special <br />events, :Public or private. <br /> <br />Done -,:P&Z should review the definition for Public Event inserted in Section 9.12.02 <br />Defmm0ns) and 9.12.05, Subd. 1 and Subd. 7 (Temporary Signs). <br /> <br />Check .What other cities allow for off-site "open house", "parade home", etc. real estate <br />signs, l:Comm~ss~on consensus was that ff the5, are going to be regulated, we should <br /> lhat~these si_ohS identify the owner's name, address, phone number. There should <br />require" '. ~ <br />also be tt penalty for not removing these signs within the established time frame. <br />Coon R, apids - Off-sile real estate signs are prohibited but this is difficult to enforce. <br />Bloomihatoh - Off-site real estate signs are prohibited'but this is difficult to enforce. <br />Elk Ri~er- Off-site real estate signs are prohibited but this is difficult to enforce. <br /> <br />Anoka; Off-site real estate signs are allowed with no fee or permit if they are placed on <br />private:property. If they are to be placed in the public right-of-way, it requires the prior <br />appro!va~l ofihe zoning administrator. Size is restricted to 4 square feet. <br /> <br />Brooklyn Park - Off-site real estate signs are prohibited but this is difficult to enforce. <br />Rosevillie - Off-site real estate signs are prohibited but this is difficult to enforce. <br /> <br />q <br /> <br /> <br />
